1 REGULAR COUNCIL MEETING <br /> JULY 9, 1991 <br /> PAGE 5 <br /> 4 <br /> 5 <br /> 6 Those properties which are being recommended for rezoning by <br /> 7 the Planning Commission are as follows: <br /> 8 2900 St. Anthony Boulevard from C to R-1; 3912, 3914 - <br /> 9 3916,3915 -3921 , 3923, 4000-4002, 4004-4006, 4008-4010,4012- <br /> 10 4014, 4060-4066, 4061-4067, 4068-4074, , 4069-4075, 4076- <br /> 11 4086,4077-4087, 4088-4098, and 4089-4099 Foss Road from L-1 <br /> 12 to R-4; in order that the zoning of the properties be <br /> 13 brought into compliance with their existing uses; noting <br /> 14 that rezoning is supported by the Comprehensive Plan; and <br /> 15 noting that no one appeared in opposition to the rezoning. <br /> 16 <br /> 17 Motion by Marks, second by Fleming to approve the rezoning <br /> 18 of certain non-conforming properties as recommended by the <br /> 19 Planning Commission . <br /> 20 <br /> 21 Motion carried unanimously <br /> 22 <br /> 23 3. Final Plat for the Foss Road Patio Homes at 3816 Foss <br /> 24 Road <br /> 25 ' <br /> 26 The Planning Commission recommended Council approval be <br /> given for the final plat for the Foes Road Patio Homes <br /> subject to the signature by a registered land surveyor and <br /> that the developer provide adequate and proper drainage on <br /> 30 the property until it reaches the public driveway, as <br /> 31 recommended in the staff report. <br /> 32 <br /> 33 Members of the Planning Commission had also recommended that <br /> 34 the City Council reconsider requiring twelve additional <br /> 35 outside parking spaces on the site. <br /> 36 <br /> 37 The developer stated that the twelve additional outside <br /> 38 parking spaces had been accommodated on the driveways of <br /> 39 each unit. For each unit there will be two inside parking <br /> 40 spaces and the equivalent of two and one half parking spaces <br /> 41 outside. <br /> 42 <br /> 43 The City Manager observed that the developer had more than <br /> 44 doubled the parking requirements of the ordinance. He felt <br /> 45 the green space which would remain is much more acceptable <br /> 46 than the asphalt which would result if the suggestions of <br /> 47 the Planning Commission were implemented. He noted that the <br /> 48 Fire Marshal had determined that there is no need for an <br /> 49 additional fire hydrant near the development. <br /> 50 <br /> 51 Motion by Marks, second by Enrooth to approve the final plat <br /> 52 for the Foss Road Patio Homes as submitted subject to <br /> reviewal by the City Attorney. <br />
