Pr000sed Moratorium <br /> 9 A petition was-: presented to the Planning Commission et its <br /> 10 June meeting - from residents requesting a development <br /> 11 moratorium be placed on the Kenzie Planning Area. This area <br /> 12 includes both sides of Kenzie Terrace from the entrance to <br /> 13 Walker on Kenzie northeast to the intersection of St. <br /> 14 Anthony Boulevard and Silver Lake Road and Kenzie Terrace <br /> 15 and includes both sides of Coolidge Street between Kenzie <br /> 16 Terrace and St. Anthony Boulevard. The petition also <br /> 17 requested that the City Council form a task force to study <br /> 18 and recommend development in the Kenzie Planning Area and <br /> 19 that the entire Planning Commission be part of that task <br /> 20 force. <br /> 21 <br /> 22 Using an overhead slide projector, the City Manager reviewed <br /> 23 the area which was under discussion . He noted that there are <br /> 24 many inconsistencies in the area with the City's <br /> 25 Comprehensive Plan. Adoption of the moratorium would freeze <br /> 26 the issuance of all building permits in the area for up to <br /> 27 one year. <br /> 28 <br /> 29 Mayor Renallo inquired if this area would be considered of <br /> 30 legal size for a moratorium. The City Attorney responded <br /> 31 that it would and the smaller the area the better it would <br /> 32 be. He stated that the intention of a moratorium was to <br /> 33 cover only those properties which really need to be studied <br /> 34 and not to impose any unecessary restrictions nor freeze . <br /> 35 pro3ects where a change of zoning would not be considered. . <br /> 36 He noted that an area can still be studied without being <br /> 37 included in an area designated in the moratorium. <br /> 38 <br /> 39 The City Manager observed that an overall study of the <br /> 40 Comprehensive Plan could address the triangle area as well s <br /> 41 the gateway area. Putting a moratorium only on the triangle <br /> 42 area was a consideration. <br /> 43 <br /> 44 Councilmember Enrooth noted that some of the entities in <br /> 45 this area which were of concern to the Council and to the <br /> 46 residents in the immediate area would still_ be grandfathered <br /> 47 in with a down zoning. <br /> 48 <br /> 49 The City Manager felt if the entire corridor were to be <br /> 50 studied a consultant should be hired . He suggested that <br /> 51 residents in the area could be used as resources. <br /> 52 <br /> 53 <br /> 54 <br />
