2 <br /> 1 REGULAR COUNCIL MEETING <br /> JULY 9, 1991 <br /> PAGE 7 <br /> 4 <br /> 5 Dennis Cavanaugh felt the entire area outlined in blue on <br /> 6 the overhead should be considered in the study, particularly <br /> 7 the Bona property and the meat market. Councilmember Harks <br /> g felt there was no advantage to including these two <br /> 9 properties or any other properties owned by these two <br /> 10 businesses. He also felt it was undesirable to have a gas <br /> 11 station in the Gateway area and preferred more open space. <br /> 12 The City Attorney suggested that some restrictions could be <br /> 13 placed in the area regarding landscaping and parking of <br /> 14 vehicles on the property. He cautioned that any regulations <br /> 15 stipulated for a certain area would have to be done with <br /> 16 consideration for their implementation city-wide. The City <br /> 17 Manager noted that traffic circulation also has to be taken <br /> 18 into consideration . <br /> 19 <br /> 20 A resident who lives in the area recalled how the seat <br /> 21 market came into the area and what has transpired with that <br /> 22 business since it opened the City. <br /> 23 <br /> . 24 Another resident from the area inquired if it would be <br /> 25 possible to make home improvements in an area where a <br /> 26 moratorium has been placed or could .this type of situation <br /> be handled on a case-by-case basis. The City Attorney <br /> responded that ordinarily a moratorium would prohibit the <br /> issuance of any home improvement permits but the moratorium <br /> 30 could be drafted to exclude such items. <br /> 31 <br /> 32 Motion by -Marks, second by Enrooth to establish a moratorium <br /> 33 on the area as outlined in blue in the overhead presented by <br /> 34 the City Manager on all building permits except those that <br /> 35 are exclusively for repairing a building or whatever legal - <br /> 36 counsel determines, is appropriate. <br /> 37 <br /> 38 Examples of what may be excluded would be repair, <br /> 39 refurbishing, or upgrading a structure without changing its <br /> 40 use. <br /> 41 <br /> 42 A resident on Pahl Avenue recalled that trees were to be <br /> 43 planted as a buffer when the Good Luck Cafe was built and <br /> 44 that was never done. Mayor Ranallo stated that trees can be <br /> 45 planted even if there is a moratorium and he suggested that <br /> 46 better screening should be considered when the area is being <br /> 47 reviewed. <br /> 48 <br /> 49 Motion carried unanimously <br /> 50 <br /> 51 <br /> 52 <br />
