I REGULAR COUNCIL MEETING <br /> 2 JULY 9, 1991 <br /> 3 PAGE 8 <br /> 4 <br /> 5 <br /> 6 The City Attorney will draft an ordinance for the <br /> 7 moratorium. <br /> 8 <br /> 9 Commissoner Franzese suggested the Planning Commission <br /> 10 should serve on the ad hoc task force for studying this <br /> 11 area. The City Manager felt it would be appropriate to take <br /> 12 the wetter to the residents in the City who would then take <br /> 13 their suggestions\ideas = to the Planning Commission. <br /> 14 <br /> 15 The City Attorney advised that an ad hoc committee would <br /> 16 have no legal effect and could not make decision& . Members <br /> 17 of an ad hoc committee could make comments, give data, etc. <br /> 18 to the Planning Commission but the Commission could not <br /> 19 delegate its responsibility. Mayor Ranallo inquired if <br /> 20 members of the City Council could serve on the ad hoc <br /> 21 committee. The City Attorney felt this would be rather <br /> 22 unusual . <br /> 23 <br /> 24 The City Manager felt the issue of a moratorium and <br /> 25 visionary future plans should be done by a consultant. Land <br /> 26 use, .zoning and other less complicated natters could be done <br /> 27 internally by staff. Councilmember Marks inquired if there <br /> 28 were funds available for a consultant. The City Manager felt <br /> 29 that some of the H.R. A. funds may be able to be used and he <br /> 30 will consult the attorney on this natter. <br /> 31 <br /> 32 Mayor Ranallo stated that the City Council will direct the <br /> 33 actions and the charge of the Planning Commission regarding <br /> 34 reviewing the Comprehensive Plan and its use of a citizens <br /> 35 committee. He requested staff to develop the charge for ' <br /> 36 presentation at the July 30th Council meeting. <br /> 37 <br /> 38 B.COUNCIL REPORTS <br /> 39 <br /> 40 1. Report of Councilmember Wagner <br /> 41 Councilmember Wagner reported on the organizational meeting for <br /> 42 Special Olympics he attended earlier this evening. He noted that <br /> 43 twelve to fifteen residents will serve on the committee welcoming <br /> 44 the contingent of delegates from St. -Vincent, the group being <br /> 45 hosted by St. Anthony. All of the athletes from St. Vincent will <br /> 46 be accommodated at St. Thomas College. The St. Anthony Chamber of <br /> 47 Commerce has made arrangements for the placement of a " welcoming <br /> 48 banner to be placed across Silver Lake Road. Many of the athletes <br /> 49 from St. Vincent are participating in soccer, gymnastics and <br /> 50 aquatic events. <br /> 51 <br /> 52 <br /> 53 <br /> 54 <br />
