POLITICAL SIGNS: Freestanding political signs, not <br /> exceeding a sign surface area of 16 square feet each, <br /> displayed on private property for a period of not more than <br /> four weeks prior to the pertinent election date and not more <br /> than three days after that election date. <br /> Issue #2: Amortization of legal non-conforming signs. Is <br /> amortization legal in Minnesota? If so, what language should we <br /> use? <br /> Issue #3: If a sign has dangerous or hazardous waste, how can the <br /> City ensure it does not become liable if it has to remove the sign? <br /> Issue #4: If the City has to remove a non-conforming sign, and <br /> does not receive payment for removal costs, can the City put these <br /> costs onto the property tax? <br /> Issue #5: IF the City were to require a sign deposit in order to <br /> ensure performance, does the City have to return the deposit, plus <br /> interest, when the sign is removed? <br />
