He said recent surveys have indicated such parents have a need for care of the elementary children after school, kindergarteners for half a day and occasional day care for children whose parents take only part time jobs. Mr. McMullen said- his association with the Hennepin County CETA program has convinced him that the lack .of adequate day care facilities is..the greatest barrier to employment of many low and moderate income parents . He assumed a great many of the parents who have indicated an interest in a day care center would come within the grant guide- lines as to income and pointed out the economies of establishing the center in the unused portion of Wilshire School with licensed day . care teachers hired to run the center. These particular funds could provide the seed money for the preliminary planning and purchase of some of the equipment which will be -necessary to set up the center. The hearing was closed at 7 : 35 P.M. Mr. Berg told Mrs . Makowske he does not anticipate the City administra- tion costs -will exceed the $1, 500 allocated for that purpose . Motion by Mr. Peterson and seconded by Mrs . Makowske to allocate Year VIII Community Development Block Grant funds to the following eligible activities : Housing: rehabilitation $32 ,630 Housing : new construction 15 ,000 Public service 5 ,460 Program administration 1 ,500 Before-_a_vote-was._taken-_on the__motion_,__the-.f ol -amendment- - —o.f--fer-ed-: - -- Motion by Mrs . Makowske .and seconded by Chairman Jones to identify the "new construction" as "N.E. Senior Housing" . Motion carried unanimously. The original motion as amended then passed unanimously .
