since the restrictions on the use of these funds have been tightened
up , it would probably be very difficult for a City with the income
level of St. Anthony to prove recreational associated drinking fountains
• in -the parks would benefit mostly low or moderate income persons or
senior citizens .
No one was present to object to the transfer of the funds and the
hearing was closed at 8 : 35 P .M.
Motion by Councilman Ranallo and seconded by Councilman Marks to adopt
Resolution 82-025 .
RESOLUTION 82-025
A RESOLUTION REALLOCATING CDBG MONIES
Motion carried unanimously.
The conversation related to the discontinuance of the branch pickup
in the City was resumed with Councilman Enrooth agreeing such con-
sideration should be deferred until the 1983 budget is drawn up , but
reminding the Council members that he perceives a commitment has been
made to the Public Works Department that the project would be dropped.
Mayor Sundland recalled that other services such as curb edging have
had to be discontinued in the past for budgetary reasons and he
believes the residents would agree that seal coating the streets
should have priority over this service when they learn the pickup
took a month of the Public Work Department ' s time and cost $13 . 54
per stop. Councilman Ranallo suggested the point might be made that
• if the streets are not kept up they might become as bad as the shopping
center parking lots this year. . He reiterated that Larry Hamer has
warned that road maintenance is becoming more difficult each year.
In reference to the June 2nd staff notes , Mr. Childs said he expects
the City to be reimbursed for charges made by Northwestern Bell for
a line which was disconnected in 1974 and also for some of the costs
of repairing the siren since the same company had installed sirens in
other communities who have reported similar malfunctions . He agreed
with Councilman Ranallo that the City bulletin board could be utilized
to inform drivers that the St. Anthony Boulevard Bridge will be closed
for reconstruction after June 16th and that major industries whose
employees use the bridge should be notified in advance of the road
closing.
Motion by Mayor Sundland and seconded by Councilman Marks to indicate
to the Hennepin County Agriculture Society that, because of budget
constrictions , the City would be unable to support the operation of
the Hennepin County Fair.
Motion carried unanimously.
Mr. Berg indicated he would have at least a portion of the proposed
Sign Ordinance rewritten for Planning Commission consideration at their
next meeting , June 15th.
• Mayor Sundland urged attendance at the hearing on preferred hazardous
waste sites to be held by the Minnesota Waste Management Control Board
at the State Capitol , June 10th. One of the questions he would like
to see raised would be whether it would be feasible to set up a system
' _ of alerting communities when hazardous waste materials are being trans-
ported through their areas .
