Board of Review <br /> April •10, 1990 <br /> page 4 <br /> 1 Busitzky recommended that Mr. Bird make an appointment with the Board of <br /> 2 Equalization to pursue affirming the value of his house.. <br /> 3 <br /> 4 Councilmember Makowske inquired if the Council affirms the value of Mr. <br /> 5 Bird's home would this action make it more difficult for him to appeal <br /> 6 the value at the Board of Equalization. Busitzky advised that the value <br /> 7 must be reaffirmed for Mr. Bird to proceed to the Board of Equalization. <br /> 8 and it wouldn't add to the credibility of the value. <br /> 9 <br /> 10 Motion by Marks, second by Ranallo to affirm .the value of the house at <br /> 11 3416 Edwards Street N.E. <br /> 12 <br /> 13 Roll call : Marks, Makowske, Ranallo - aye <br /> 14 Enrooth - nay <br /> 15 Councilmember Enrooth stated his objection to the process used in evaluating <br /> 16 the house. <br /> 17 <br /> 18 D. John Labenski - 2801 Armour Terrace N.E. <br /> 19 Mr. Labenski objected to the assessed valuation of his home. <br /> 20 <br /> 21 -Busitzky advised that the mass appraisal approach is used to value a house. <br /> 22 <br /> 23 Mr. Labenski inquired what data is used in this approach. <br /> 24 <br /> �5 Busitzky responded that all features a buyer would be looking for in purchasing <br /> 26 a home are used in this approach, such as; size, construction, age, condition, <br /> �7 and quality. He noted that the value includes the structure and land and does <br /> 28 not include the contents. <br /> 29 <br /> 30 Mr. Labenski noted that the house was on the market a couple of years before <br /> 31 he purchased it. It was built in -1973• It has a leaky roof. In 1989 it was <br /> 32 valued at $95,300 and in 1990 it was valued at $98,800. The house had been <br /> 33 viewed recently but Mr. Labenski is interested in discussing the matter of <br /> 34 the value further. Busitzky indicated he would be willing to look over the <br /> 35 appraisal records with him. <br /> 36 <br /> 37 E. Henry Hwang - 2704 West Armour Terrace N.E. <br /> 38 Mr. Hwang .indicated that his value has increased 11 .5$-. He has experienced <br /> 39 considerable water damage and has had his basement flooded twice in the last <br /> 40 two- years. <br /> 41 <br /> 42 Mr. Hwang is a seventeen year resident of the City and has always had a <br /> 43 threat of flooding and water damage in his area. When he inquired about <br /> 44 a decrease in his value due to the flooding problem he was advised by <br /> 45 an Hennepin County assessor that in order to decrease the value of his home <br /> 46 all of the homes in the area would have to have their values decreased.
