Bir inquired if the City Council has the authority to override the value <br /> 8 placed on a property by the Assessor's office and to change the assessed value. <br /> 9 <br /> 10 Mayor Pro-tem Ranallo responded that the primary purpose of the Board of <br /> 11 Review is to listen to property owners concerns and to direct in-house <br /> 12 viewing by the Assessor. <br /> 13 <br /> 14 Councilmember Enrooth stated that there are very limited options open to the <br /> 15 Council for establishing property values. tie noted that the Assessor's staff <br /> 16 has the knowledge and technical equipment to perform appraisals. He also <br /> 17 noted that the Hennepin County Assessor' s staff conducts. appraisals on about <br /> 18 half of the municipalities in the County. <br /> 19 <br /> 20 Mr. Bird stated that his house has been viewed for taxes payable in both 1989 <br /> 21 and in 1990. <br /> 22 <br /> 23 Busitzky welcomed any additional information on Mr. Bird 's house. He noted <br /> 24 that this is an appeal process and he is only recommending to the Council . <br /> 25 <br /> 26 Mr. Bird purchase his home in October 1988 for $128,000, it was assessed in <br /> 27 1989 at $132,000 and for 1990 $142,000. He was advised that two story homes <br /> 28 had their value increased considerably in St. Anthony in the last year. He <br /> 29 contacted a real estate agent who advised him that only one two story home <br /> 34 had been sold in St. Anthony recently. <br /> 31 <br /> 32 Busitzky stated that Mr. Bird's home had been viewed in 1989. He noted that <br /> 33 it needed some redecorating and presently some redecorating has commenced. <br /> 34 He advised that two story homes had been valued relative to all two story <br /> 35 homes in other areas and it was noted that assessments had been placed too <br /> 36 low for some time. Values on all two story homes had received an increase <br /> 37 to make them equitable. Busitzky stated he would recommend no change in <br /> 38 the valuation for Mr. Bird 's home. <br /> 39 <br /> 40 Busitzky recommended Mr. Bird attend the Hennepin County Board of Equalization <br /> 41 meeting and encouraged him to make an appointment. Hennepin County Commissioners <br /> 42 each appoint a representative the Board of Equalization. These appointees are <br /> 43 people knowledgeable in the field of real estate. <br /> 44 <br /> 45 Councilmember Makowske inquired what kind of judgements are usually received <br /> 46 by property owners from the members of the Board of Equalization. Busitsky <br /> 47 replied decreases as well as increases are made. If an appraisal is done there <br /> 48 will be someone other than the original appraiser doing the second viewing. <br /> 49 The Board of Equalization starts on June 18th and meets for two weeks. <br /> 50 <br />
