The study <br /> 2 resulted in corrections- which would have cost two million dollars and did <br /> 3 not guarantee that water problems would be averted permanently. <br /> 4 <br /> 5 Mr. Hwang stated he did not know about the flooding problems when he purchased <br /> 6 his home and did not feel he could sell his home for the valued price. <br /> 7 <br /> 8 City Manager Burt advised he will meet with Busitsky to discuss the flooding <br /> 9 problems in Mr. Hwang's area. He will identify the flooding area on a map <br /> 10 and hopefully, this meeting will result in decreased values in the entire <br /> 11 area. <br /> 12 <br /> 13 Burt advised the members of the City's Road Reconstruction Task Force will <br /> 14 be meeting with representatives of the Metropolitan Waste Control Commission <br /> 15 regarding a new source to tap into with this flood water. He noted that <br /> 16 Minneapolis is presently completing the installation of sewer separators <br /> 17 for sanitary and storm water as has been mandated by the MWCC. An engineering <br /> 18 .feasiblity study will have to be done to address solutions and costs. <br /> 19 <br /> 20 F. John Boufford - 2713 St. Anthony Boulevard <br /> 21 Mr. Boufford ' s present valuation is $112,000. He feels this is too high and <br /> 22 results in high taxes. He experiences water problems on his property. Mayor <br /> 23 Pro-Tem Ranallo cautioned again that a revi'ewal may result in an increase. <br /> 24 <br /> 25 Mr. Buofford felt his water problems are unique and no one could be aware <br /> 26 of them unless they have lived in the house. He requested to go on to the <br /> 27 Board of Equalization. <br /> 28 <br /> 29 Motion by Marks, second by Makowske to affirm the market value of $112 ,300 <br /> 30 for the home at 2713 St. Anthony Boulevard. <br /> 31 <br /> 32 Motion carried unanimously <br /> 33 <br /> 34 G. Calvin Nimie - 2709 St. Anthony Boulevard <br /> 35 Mr. Nimie stated his 1987 value was $84,700 and his 1990 value was $99,700. <br /> 36 He too experiences numerous water problems. He has installed drain tile, <br /> 37 a sump pump and a retaining wall . He noted that each time he does something <br /> 38 to alleviate the water problems his value goes up. He -is also concerned with <br /> 39 any corrective measures he takes relative to diverting water to his neighbor's <br /> 40 yard. <br /> 41 <br /> 42 Busitzky noted. that improvements raise values, maintenance does not. <br /> 43 <br /> 44 Mr. Nimie inquired how the value could go.up on a house that one cannot sell . <br /> 45 Because of the flooding problems, Mr. Nimie has a finished basement he can- <br /> 46 not use. He requested the value be decreased and the Council find solutions <br /> 47 to the water problems in his neighborhood. <br /> 48 <br /> 49 Councilmember Marks recalled information he received from a. former City Clerk <br /> 50 regarding Mr. Nimie's area.
