Council Meeting <br /> May 22 , 1990 <br /> page 4 <br /> • <br /> 1 request, an amendment to the zoning ordinance and a conditional use <br /> 2 permit. He noted that they are requesting a specific location for a <br /> 3 specific use. <br /> 4 <br /> 5 The City Manager also noted that this request had been heard twice by <br /> 6 the Planning Commission as there had been some question whether proper <br /> 7 notices had been given. <br /> 8 <br /> 9 The Planning Commission denied the amendment to the zoning ordinance. <br /> 10 Members of the Planning Commission felt this facility would be more <br /> 11 appropriately housed in a light commercial area. <br /> 12 <br /> 13 The Planning Commission took no action on the conditional use permit <br /> 14 request. The City Manager advised that this request had been withdrawn <br /> 15 by the Weis Companies today. <br /> 16 <br /> 17 Mayor Ranallo stated he is very comfortable with the conclusions of the <br /> 18 Planning Commission and noted that there were three people in attendance <br /> 19 at the Council meeting who had wished to speak about this issue. <br /> 20 <br /> 21 Doug Jones, a representative of the Silver Lake Homeowners ' Association, <br /> 22 expressed his concern that the location for the proposed facility was <br /> •23 the only green area left around Apache Plaza. He also felt a future <br /> 24 site for a storm water retention pond should be considered for Apache <br /> 25 Plaza. He noted that presently soil , silt and other matter washes from <br /> 26 Apache Plaza blacktopped areas into Silver Lake. He is concerned with <br /> 27 water quality of Silver Lake if this were allowed to continue. <br /> 28 <br /> 29 Doug Jones suggested that another site for a mini-storage facility could <br /> 30 be located at Coolidge and St. Anthony Boulevard as it is zoned for this <br /> 31 type of building. <br /> 32 <br /> 33 Councilmember Mark, inquired if Doug Jones is opposed to the use of any <br /> 34 green area near Apache Plaza. Mr. Jones responded that he is not necessarily <br /> 35 opposed but he is aware that Apache Plaza management has committed a certain <br /> 36 number of parking spaces to its tenants. Mr. Jones stated his intent to <br /> 37 contact the Rice Creek Watershed District regarding its imposing levies <br /> 38 on property owners whose runoff is impacting Silver Lake. He feels that <br /> 39 Apache is responsible for seventy percent of the runoff and is the major <br /> 40 polluter of Silver Lake. <br /> 41 <br /> 42 Motion by Makowske, second by Ranallo to deny the request for an amendment <br /> 43 of the Zoning Ordinance of St. Anthony which would provide for a self- <br /> 44 service storage as a specifically listed conditional use in a "C" Commercial <br /> 45 District for the following reasons : <br /> 46 <br /> 47 1 . The proposal doesn ' t meet all three conditions which must be satisfied <br /> 48 before a conditional use can be permitted, specifically #3 in the petition <br /> 49 for conditional use permit which requires the use to be necessary and <br /> 050 desirable at the proposed location to provide a service or facility <br />
