I REGULAR COUNCIL MEETING
• 2 FEBRUARY 11 , 1992
3 PAGE 11
4
5
6 C. Cable Television Ur)date - Bill Zawislak, Cable
7 Representative
8
9 Zawislak stated he is prepared to present an update of
10 cable activites from 1991 and make recommendations for
11 future use of cable capabilities in the City of St .
12 Anthony.
13
14 In 1991 , Zawislak attended eleven cable meetings which
15 familiarized him with cable related matters. He noted
16 that the personnel for the cable commission is totally
17 reorganized and that a new Executive Secretary was hired.
18
19 All cities who participate in this cable commission have
20 undertaken public access programming from the cable
21 company. In the near future, members of the cable
22 commission will be meeting with all school principals in
23 their respective school districts to view the studio
24 located at Irondale High School -and to explore some of
25 the possibilities for cable programming.
26
7 Zawislak noted that some of the camera capabilities which
l8 could have been employed by cities would have been
29 surveillance cameras in the liquor establishments and
30 viewing of wells . Previously, this function was available
31 without cost , but now there is a charge. He noted that
32 much of the local control of cable was taken away by
33 federal legislation. He feels this control will be
34 returned. to municipalities by some legislation currently
35 being .considered in Washington, D.C.
36
37 Presently, there is thirty-seven percent penetration of
38 cable subscribers in St . Anthony which is up from thirty-
39' one percent .
40
41 Zawislak_ encouraged the Council to consider local access
42 programming. He felt Council Meetings should be cablecast
43 . and suggested there be a "Mayor ' s Report" following each
44 Council Meeting as well . as a "City' Manager ' s Report . "
45
46 With 1 , 342 residents who subscribe to cable in St .
47 Anthony, Zawislak felt there would be very good response
48 to local access programming and many requests for
49 information . He noted that a monthly newsletter would
50 provide an opportunity for current information to be
51 delivered to residents in a timely manner .
52
&3 Mayor Ranallo inquired what the costs associated with
54 local access programming would be to the City.
