• <br /> March 11, 1996 <br /> Mr. Mike Miller <br /> St. Anthony Health Center/Chandler Place <br /> 3700 Foss Road <br /> St. Anthony, MN 55418 <br /> Dear Mike: <br /> • There are a number of issues that will need to be addressed regarding the proposed <br /> addition to the St. Anthony Health Center. Many of these issues will not be discussed at <br /> the Planning Commission meeting on March 19th but will probably be discussed at a <br /> future Planning Commission meeting. <br /> As we discussed Thursday, it is important for you to contact the Rice Creek Watershed <br /> District as soon as you can. I understand that because of the snow your engineer is not <br /> able to determine the grade and drainage, but not contacting them may result in a delay in <br /> the construction of your project. Also, the City cannot issue a building permit until you <br /> have received a permit from the Rice Creek Watershed District. <br /> Lot Coverage. The City Ordinance calls for lot coverage to be no more than 50%. It <br /> appears from the plans that you provided me that there is more impervious surfaces than <br /> green space. Would you provide me with the square footages of the buildings and the <br /> proposed addition? I think the figure that we discussed earlier is for paved surfaces only, <br /> i.e., sidewalks and parking areas. (See Section 1630.05, Subd. 8, Lot Coverage.) <br /> Rear Yard Setback. It appears that the proposed addition is 20 feet from the property line. <br /> The City Ordinance states that there is to be no less than 40 feet from the edge of the <br /> building to the property line (Section 1630.05, Subd. 6, Rear Yard . Unless the footprint of <br /> the proposed additional is revised, you may need to request a rear yard setback variance. <br /> • <br /> Parking. There are several parking issues that will need to be addressed. The first issue is <br /> the number of spaces available for on-site parking. The plan that you recently submitted <br /> shows approximately 107 combined on-site parking spaces for both lots. Copies of updated <br /> easements show that parking will be allowed on either lot for the proposed addition. <br />
