City Council Regular Meeting Minutes <br /> 07 <br /> July 27, 2004 <br /> Page 7 <br /> 1 <br /> 2 Mr. Jenson indicated the Planning Commission may have other conditions to add to this list. <br /> 3 <br /> 4 Mr. Jenson indicated to regulate the sign content, Staff has drafted a sign policy, noting that <br /> 5 Council is being asked to approve the policy along with the sign implementation. <br /> 6 <br /> 7 Motion by Councilmember Faust, seconded by Councilmember Thuesen, to Adopt Resolution <br /> 8 04-056; Approving 3301 Silver Lake Road, City of St. Anthony, Electronic Monument Sign(a) <br /> 9 for a Conditional Use Permit, (b) Variance for Sign Height and(c)Variance for Copy Surface <br /> 10 Area. <br /> 11 <br /> 12 Discussion: <br /> 13 Councilmember Thuesen noted the options that were discussed regarding downsizing the City <br /> 14 logo and having the message on top, as well as the purpose for the sign. He questioned Mr. <br /> 15 Jenson as to whether other options would be brought forward to Council as well. <br /> 16 <br /> 17 Mr. Jenson noted that there was discussion in determining the necessary size for the logo, as well <br /> 18 as the piloted locations for the sign. He indicated that the Planning Commission felt that the <br /> 19 slight elevation at the tennis courts was determined to be the best location, based on it not being <br /> 20 a distraction and causing a safety issue. <br /> 21 <br /> 22 Councilmember Horst questioned how the location was determined and whether individuals <br /> 23 other then the Planning Commission were involved in the process. Mr. Jenson noted that some <br /> 24 residents in the community were involved, adding their requests were to ensure that the letter <br /> 25 size is large enough. <br /> 26 <br /> 27 Councilmember Horst continued in suggesting the best location, in his opinion, is in front of City <br /> 28 Hall. Councilmember Thuesen interjected in indicating that there are several trees along the road <br /> 29 that obstruct the view of the sign if placed in front of City Hall, adding that he is in agreement <br /> 30 with the Planning Commission that the tennis court location is the best choice. <br /> 31 <br /> 32 There was discussion regarding the size of the current sign in front of City Hall in comparison to <br /> 33 the proposed sign. <br /> 34 <br /> 35 Councilmember Thuesen indicated that, in talking with the sign company, reducing the size of <br /> 36 the City logo may eliminate the need for the variance request for the size. <br /> 37 <br /> 38 Councilmember Faust suggested that asking for a two foot variance, on the City's part, does not <br /> 39 send the right message to the public as "leading the way". He indicated that he felt the best <br /> 40 location for the sign, initially, was in front of City Hall, however,he now realizes that it will <br /> 41 have more visibility at the tennis courts. He stated that he feels the message board on top and the <br /> 42 logo on the bottom"would be better served", adding that he feels an eight foot sign would be <br /> 43 more appropriate, therefore, doing "diligence"to the sign ordinance. <br /> 44 <br /> 45 Councilmember Horst noted that "numerous' discussions have been held with regard to signs, <br /> 46 adding that he is having "difficult time"with the City's sign being granted a variance.
