He noted that a <br /> 2 monument sign was recently erected on the property at the entrance on St. Anthony Boulevard, <br /> 3 across from Gross Golf Course. He added that this monument sign is not yet landscaped, which <br /> 4 is a requirement of all ground signs. <br /> 5 <br /> 6 He indicated the proposed ground sign measures an overall height of fourteen feet with the base, <br /> 7 adding that the maximum height for a ground sign is eight feet, thus the variance request for six <br /> 8 feet. <br /> 9 <br /> 10 He reported that upon review of the proposed sign, Staff found the copy surface area to <br /> 11 measure a total copy surface area at 195 square feet. He noted in the ROS,the maximum <br /> 12 allowed for copy surface area is 150 square feet. He indicated the applicant's sign exceeds this <br /> 13 requirement, adding, however, a variance request did not come forward for this. He added that <br /> 14 Staff has explained this to the applicant, however, it was after the public hearing posting <br /> 15 occurred. He reported it appears a variance for copy surface area would be necessary to <br /> 16 implement the proposed signage as two-sided. <br /> 17 <br /> 18 Mr. Jenson indicated the sign drawing submitted by the applicant shows landscaping, however, it <br /> 19 is limited given the pedestal and overall sign size. <br /> 20 <br /> 21 Mr. Jenson continued in reporting that the issue goes back to earlier in the year when <br /> 22 Lawrence Sign Company approached the City, on behalf of the Park, about the proposed <br /> 23 signage. He noted at that time, Staff explained that the proposed sign did not meet the City <br /> 24 code and rejected it, adding that they attempted to submit the same sign repeatedly and were <br /> 25 denied. <br /> 26 <br /> 27 Mr. Jenson indicated that in June 2004, Staff received an incomplete sign variance <br /> .28 application, and asked the applicant for more information. He added that Staff has since <br /> 29 gone back and forth with the applicant with information still incomplete. He noted that all <br /> 30 along, the applicant has expected and leaned heavily on the City to fill out the variance <br /> 31 application for them. <br /> 32 <br /> 33 Mr. Jenson reported that Staff has indicated, as presented, that the proposed ground sign is not <br /> 34 acceptable, however, the applicant requested to continue through the City process, as is, to see <br /> 35 what the response would be to the variance requests. <br /> 36 <br /> 37 Mr. Jenson concluded in reporting that the Planning Commission recommends the Council to <br /> 38 deny the monument sign variance request for Sunset Memorial Park. <br /> 39 <br /> 40 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to Adopt Resolution <br /> 41 04-055; Denying a Monument Sign Variance for(a) Second Sign and(b) for Sign Height, 2250 <br /> 42 St. Anthony Boulevard, Sunset Memorial Park. <br /> 43 <br /> 44 Discussion: <br />
