City Council Regular Meeting Minutes 05 <br /> July 27, 2004 <br /> Page 5 <br /> 1 Councilmember Thuesen wished to go on record in stating that he encourages Sunset Memorial <br /> 2 Park and Lawrence Sign to be better prepared next time in taking the advice given to them by the <br /> 3 Planning Commission seriously. He indicated that they"greatly" fell short of the requirements. <br /> 4 <br /> 5 Councilmember Faust expressed his concern with their request for fourteen feet, in questioning <br /> 6 as to whether instructions.were given to them to complete a concept review. Mr. Jenson <br /> 7 addressed his concern in assuring him that the Planning Commission advised them to do so. <br /> 8 <br /> 9 Councilmember Faust continued in noting his disappointment in Sunset Memorial Park and <br /> 10 Lawrence Sign for taking valuable time of Staff and Council after not following the advice given <br /> 11 to them from the Planning Commission. <br /> 12 <br /> 13 Councilmember Stille agreed with Councilmember Faust in noting that they should have given <br /> 14 the courtesy to Staff and Council by completing the concept review process. He indicated that <br /> 15 personally he is not"fond"of the new sign, recently erected, adding is out of character with the <br /> 16 surroundings in being "stark" looking in comparison to the old architecture. He suggested that it <br /> 17 was "poorly constructed", and he would not be in favor of the new sign if it was to be of the <br /> 18 same design. <br /> 19 <br /> 20 Councilmember Thuesen suggested that either Sunset Memorial Park and Lawrence Sign clearly <br /> 21 "underestimated"the process required of them, or that they tried to "pull as fast one" on the Staff <br /> 22 and Council. <br /> 23 <br /> 24 Councilmember Horst questioned the merits of Sunset Memorial Park needing a second sign. He <br /> 25 indicated that if approved, it would actually be their third sign, since they have one on the St. <br /> 26 Paul side as well. Mr. Jenson noted that the park felt that they needed a directional sign at their <br /> 27 entrance, however, the Planning Commission felt as though the sign proposed was more like a <br /> 28 "billboard". He addressed Councilmember Horst's second concern with regard to the third sign, <br /> 29 in noting the applicant brought forward this sign as their second, not their third, in their petition. <br /> 30 <br /> 31 Councilmember Horst stated that he has difficulty in recognizing the applicant's hardship to <br /> 32 justify having two signs. He suggested that they explain to the Planning Commission their <br /> 33 merits of having a second sign if they come forward again. <br /> 34 Motion carried unanimously. <br /> 35 <br /> 36 D. Resolution 04-056; Approving 3301 Silver Lake Road City of St Anthony Electronic <br /> 37 Monument Sign(a) for a Conditional Use Permit (b)Variance Sign Height and c) <br /> 38 Variance for Copy Surface Area. <br /> 39 Jan Jenson reported that on July 20, 2004,the public hearing, for the actions associated to <br /> 40 implementing the City's electronic monument sign, was held. He indicated this included two sign <br /> 41 variances and a conditional use permit. <br /> 42 <br /> 43 Mr. Jenson noted that on June 15, 2004, the Planning Commission held a concept review of the <br /> 44 City's electronic sign. He indicated the sign is roposed to be located on the hill in front of <br /> 45 the tennis courts, nearby the intersection of 33' Avenue and Silver Lake Road, adding it will <br /> 46 be two-sided, in a closed off"V"configuration. <br />
