City Council Regular Meeting Minutes <br /> July 27, 2004 06 <br /> Page 6 <br /> 1 <br /> 2 Mr. Jenson stated Staff has been working with LeRoy Sign Company on the sign specifications, <br /> 3 noting two variances will be necessary to implement the signage, one for copy surface area, and <br /> 4 one for a height variance of two feet for a proposed height of ten feet. He added that a <br /> 5 conditional use permit is also required. <br /> 6 <br /> 7 Mr. Jenson noted it is recommended that the City go with a ten foot by twelve foot sign, which <br /> 8 includes a two foot brick base. He indicated the sign's message center measures four feet by <br /> 9 twelve feet, while the top half of the sign is the City logo, also measuring four feet by twelve <br /> 10 feet. He added per side, the signs copy surface area measures ninety-six square feet. He <br /> 11 reported a double-sided sign is recommended,which would make a total copy surface area of one <br /> 12 hundred ninety-two square feet. He indicated, however, per the sign ordinance, a maximum of <br /> 13 one hundred fifty square feet is allowed for total copy surface area in the Recreational Open <br /> 14 Space(ROS) zoning district, where the sign is proposed to be located. He added, therefore, a <br /> 15 variance of forty-two square feet would be necessary. <br /> 16 <br /> 17 Mr. Jenson reviewed that the City's sign ordinance requires ground signs to be a maximum <br /> 18 height of eight feet, adding the proposed sign is ten feet with the brick base. He indicated, <br /> 19 therefore, a height variance of two feet is necessary for the proposed sign. He noted under the <br /> 20 ROS zoning district, there is no requirement mentioned for ground sign height, however, the <br /> 21 City opted to ask for this variance given typical ground sign height. <br /> 22 <br /> 23 Mr. Jenson noted as far as justification for the variances, one reason the sign got larger was <br /> 24 because it had to incorporate the City logo. He stated the City logo is dimensionally difficult to <br /> 25 reduce to make the sign copy surface area smaller, noting the logo cannot be sized any smaller <br /> 26 than shown on the drawings. He indicated that the City logo is required,per Council's goals and <br /> 27 objectives, for uniform communications, adding the sign needs to be large enough so it can be <br /> 28 seen from the roadway and is safe for drivers. He stated that the City was limited as to where <br /> 29 the sign could be placed, given the obstruction and visibility issues along Silver Lake Road. <br /> 30 <br /> 31 Mr. Jenson reported the sign code stipulates the minimum conditions with respect to the issuance <br /> 32 of any conditional use.permit for an electronic message sign, adding that the items are covered <br /> 33 the City's application. He indicated Staff is recommending the following conditions: <br /> 34 1. Flashing and animation prohibited. <br /> 35 2. Hours of operation are limited and shall be between the hours of 6 a.m. and 10 <br /> 36 p.m. <br /> 37 3. Message changeability should be minimized to accomplish the purpose of the <br /> 38 sign (Staff is recommending every five minutes,which is negotiable). <br /> 39 4. Sign aesthetics such as color(red or white), size of reader board and sign(not to <br /> 40 exceed what is proposed), construction materials (brick base to match brick on <br /> 41 the City Hall building), and landscaping (this can be basic, such as shrubbery <br /> 42 shown on site plan, or an elaborate landscape plan, which would be <br /> 43 preferred; budget will dictate this. <br /> 44 5. Consideration should be given to safety and neighborhood. <br /> 45 6. The Sign may only be used to promote items of general interest to the <br /> 46 community. <br />
