- i CITY OF ST. ANTHONY • COUNCIL MINUTES June 14, 1983 The meeting was opened at 7 : 30 P .M. , led with the Pledge of Allegiance by Mayor Sundland. Present for roll call: Marks, Ranallo, Sundland, Letourneau, and Enrooth. Also present: David Childs , City Manager and Carol Johnson, Finance Director. State Representative John Rose indicated he was present to report on the legislative - session which had just ended, specifically to address the cuts in local aids mandated by the Legislature , and to make a donation towards the St. Anthony High School Marching Band's tour of Washington, D. C. and Philadelphia for the Independence Day celebrations . He gave the Mayor a packet detailing the state aid cuts which include a reduction of 23% or $60 ,000 in aid for the City in 1984 . Representa- tive Rose told Mr. Childs he hoped one of the accomplishments of the session had been to at least stabilize these cuts so municipalities would be able to have some idea of what type of aid they would be receiving in the future. The representative agreed with the Mayor and • Councilman Rana.l-lo- that it -was unfortunate that "because. the City had been prudent in handling its financial affairs , they were now forced to come up $60, 000 short of anticipated revenues" . The Mayor speculated that cities like St. Anthony would have to start charging for services which is .nothing but another form of taxation. Ile said he was very troubled that the legislature had not recognized that the first tier of suburbs experience more of the same problems that the core cities do than the second or_ third tiers d_o. _The legislator said he recog- nized that those core cities could not be abandoned- but-th-at a hard - - look has been taken at what those cities do with the money they are given. Representative Rose reported that the next legislative sessions would be short and invited the Council to avail themselves of his aid in any problems they might experience with the legislation coming out - of those sessions . Mayor -Sundland told him the Council is very grate- ful for the aid he and Senator Dieterich gave them during this session to which the legislator responded that he believes he is very fortunate to be representing a city like St. Anthony. Motion by Councilman Letourneau and seconded by Councilman Enrooth to approve as submitted the minutes of the Council meeting held May 24 , 1983. Motion carried unanimously. Motion by Councilman• Letourneau and seconded by Councilman Ranallo to • approve as submitted the minutes of the Board of Review held May 24 , 1983. Motion carried unanimously.
