Councilman Marks <br /> had raised the original concern about the availability of institutional <br /> service, and Mr. Franke assured him this service would be on line at <br /> the same time it is offered to residential subscribers . He said it is <br /> in the interest of his company to get all subscribers on line as fast <br /> as they can because that is the only way Group W can make money and the <br /> Group W official foresees that some day cable companies may be looking <br /> to institutional subscribers for most of their revenues. The Com- <br /> munity Affairs Director told Councilman Marks that if his firm gets <br /> the St. Paul franchise, an uplink for national connection would certainly <br /> be installed. He agreed to set up an appointment for the Councilman <br /> to meet with persons in his firm who are more knowledgeable than he <br /> in the areas about which Councilman Marks has so many questions . He <br /> also indicated Jim Daniels , Group W Assistant Manager, would be the <br /> contact person to reach through Mr. Kaeding. <br /> Service would be provided through "two head ends and two hubs" , Mr. <br /> Franke said, and one is already established in the building Group W <br /> has taken over which was formerly the Lake Owasso School. In reply <br /> to questions regarding the cable service to schools, Mr. Franke reported <br /> Group W intends to make a $50 , 000 grant to foster educational access <br /> and would also provide staff persons to aid the schools in setting up <br /> their programs . Public use of the service, including televising of <br /> Council meetings , was also discussed at length. <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> approve the final reading and adopt the ordinance which provides for <br /> amending the Cable Communications Ordinance by mutual written agree- <br /> ment. <br /> gree- <br /> ment. <br /> ORDINANCE 1983-003 <br /> AN ORDINANCE AMENDING ORDINANCE 1982-009 <br /> KNOWN AS THE CABLE COMMUNICATIONS ORDINANCE <br /> Motion carried unanimously.. <br /> Judy Makowske was present and joined Councilman Enrooth in a discussion <br /> of garbage being left out on the streets for long periods of time . The <br /> Planning Commission Chair ' s complaint was related to a dumpster which <br /> had been left at an apartment house for three months .after service was <br /> discontinued. Mr. Childs indicated that the City would follow up any <br /> complaint called in and would address the problem in an article in the <br /> next Newsletter . Telephone calls related to a noisy party the previous <br /> weekend prompted a discussion of the existing ordinances dealing with <br /> disturbances .and just what actions the Police Department is constitution- <br /> ally permitted. The Manager indicated he would discuss the matter <br /> further with the Chief of Police and City Attorney and report back at <br /> a later meeting. <br /> • Councilman Ranallo urged the' Council members to attend the annual <br /> conference of . the League of Minnesota Ctiies which had begun on the <br /> same day. <br />
