He felt the <br /> 7 nine foot clearance was preferable. <br /> 8 <br /> 9 Councilmember Marks inquired if the comprehensive sign plan <br /> 10 replaces a variance . The City Manager advised that it does . <br /> 11 <br /> 12 Councilmember Marks noted that the policy of the Council had <br /> 13 traditionally been to keep the size of signs limited as this <br /> 14 is more. effective and gives an uncluttered appearance. <br /> 15 <br /> 16 Councilmember Enrooth observed that the red color of the sign <br /> 17 will make it very obvious . <br /> 18 <br /> 19 Motion by Wagner , second by Marks to approve the comprehensive <br /> 20 sign plan with the condition that a B5 sign is used and there <br /> 21 will be landscaping which allows it to be seven foot ground <br /> 22 clearance and the pylon sign is of a B5 type . <br /> 23 <br /> 24 Motion carried unanimously <br /> 25 <br /> 26 2 . Planning Commission By-Laws <br /> 27 •28 The City Manager advised that the by- laws had been recommender <br /> 29 by Chairperson Faust . <br /> 30 <br /> 31 Mayor Ranallo inquired as to the City Attorney ' s opinion on <br /> 32 the proposed by- laws . The City Manager stated that there <br /> 33 appeared to be no problem with having them. The Council is <br /> 34 being requested to procedurally approve the by-laws as they <br /> 35 did not need to be adopted by the Council . <br /> 36 <br /> 37 Noting there was an abstention by a Planning Commission <br /> 38 commissioner on approving the comprehensive sign plan , Mayor <br /> 39 Ranallo suggested that abstentions should not be used unless <br /> 40 there is a conflict of interest . He recommended that there <br /> 41 should be a "nay" vote when an issue is not supported rather <br /> 42 than an abstention . The Mayor felt this issue should be <br /> 43 included in the by-laws . <br /> 44 <br /> 45 Motion by Fleming, second by Enrooth to approve the Planning <br /> 46 Commission by-laws with the inclusion of Mayor Ranallo' s <br /> 47 suggestion regarding abstentions . <br /> 48 <br /> 49 <br /> 50 Motion carried unanimously <br /> • <br />
