In my research of liquor stores references Mr. Anderson supplied, <br /> using the Version 4 software Mr. Anderson has bid, I cannot find a <br /> store communicating in a fashion that meets the specification <br /> stated in our request for bid. That specification states' "As. a <br /> minimum, this means the daily ability to automatically receive all <br /> transactions and inventory information from the other locations and <br /> to update the system in the other locations with current price and <br /> inventory data" . Michael Allen of Retail Data Systems provided me <br /> with a demonstration of the City of Lakeville Liquor Operations <br /> which fulfills this specification of communication. Mr. Anderson <br /> has not provided a demonstration of an existing operation that <br /> automatically receives all transactions and inventory information <br /> from any location. This would include current inventory levels as <br /> well as current sales transactions at any location. I do not <br /> believe his proposed configuration would allow this type of <br /> communication. <br /> 4) on page 9, part E states "Daily backup routines must be <br /> provided either as a part of the daily closeout or opening <br /> procedures. Procedures to verify the integrity of the backup and to <br /> restore files when necessary must also be included" .. Part E falls <br /> under the "Required Controls" section of Management Software <br /> Specifications. Total Register Systems has bid the hardware for <br /> this required ' control as an 'option. Additional cost. to Total <br /> Register Systems bid would be needed to meet this - requirement. <br /> 5) on page 12 1 have highlighted part B under required reports. <br /> It states "Register status report listing total sales and customers <br /> for the day up to the point in time the report is run" . While Total <br /> Register Systems may offer this required function, I do not believe <br /> their system can perform this function at either location for the <br /> other location. That required function is clearly defined under <br /> Management Software Specification on page 5 where that paragraph <br /> states "As a minimum, this means the daily ability to automatically <br /> receive all transactions. . . . <br /> 6) On page 12, section 3.4, part I states "The bidder shall <br /> provide pricing information on the cost or basis for estimating the <br /> cost of dev'eloping custom reports for -the City" . Total- Register <br /> Systems did not provide this required information. The bid should <br /> be rejected for failure to do so. <br /> 7) on page 13, the third paragraph states "The bidder shall <br /> provide a specification 'for the NOVELL server, the management PC, <br /> and the HP laser report printer at each store" . Total Register <br /> Systems provides a Panasonic printer instead of the specified <br /> Hewlitt Packard printer. The Panasonic printer that Total Register <br /> Systems bid costs $595.00. The HP printer that the RFB specified <br /> and that Retail Data S ystems bid cost $499.00. Total Register <br /> Systems bid should be rejected as it did not bid the required <br /> printer, and the printer that was bid is more expensive. <br /> 3 <br />
