City Council Regular Meeting Minutes <br /> • July 8, 1997 <br /> Page 8 <br /> 1 Ms. Lockrem stated that her family has been devastated by this storm. She realizes that $6 <br /> 2 million is a lot of money for the City of St. Anthony but that it was just a "drop in the <br /> 3 bucket" when you look at the budget of the City of Minneapolis, Hennepin County, or the <br /> 4 _State of Minnesota. She felt the City had to go beyond and get the other governmental <br /> 5 agencies involved to obtain the necessary funds. She publicly thanked her neighbors for their <br /> 6 help and stated she couldn't ask for a better neighborhood and community. <br /> 7 Mayor Ranallo suggested a committee by organized consisting of 10-12 people from different <br /> 8 areas of the community. He felt another study on the south end may not be necessary but a <br /> 9 study on the north end would be beneficial. <br /> 10 Marks stated that years ago the area on which these homes are located was swamp and <br /> 11 wetlands. He stated it may be worth purchasing these homes and returning the area to its <br /> 12 natural state. This would also enhance the look of St. Anthony Boulevard. He also suggested <br /> 13 that it may be appropriate to install a berm around Central Park with a walking trail on the <br />= 14 top of it. He stated this was worth investigating. <br /> 15 Enrooth stated the comments this evening were very upsetting. He noted this affects 20 to 50 <br /> 16 homes of the 2,000 single family homes in the City. The City Council is not in the position <br /> to convince 1,950 families that this is a community issue. In regard to the berm around the <br /> park, Enrooth questioned where the water would go. He noted if this could hold the water, it <br /> 19 may be of assistance. <br /> 20 Faust stated that he lives on Silver Lake and his home is located on high ground. Due to the <br /> 21 storm he had 1.5 inches of rain in his basement and the lake rose by two feet. <br /> 22 Ms. Hintz stated the task force would need more representation than one or two <br /> 23 councilmembers. <br /> 24 Mayor Ranallo explained the open meeting law. He stated the task force needed to reach a <br /> 25 consensus and then report to the Council. He asked City Manager to pass around a notebook <br /> 26 and collect names and addresses of all in attendance. Mayor noted that if there was not <br /> 27 representation in a specific area of the City, Staff will contact anyone in attendance this <br /> 28 evening from that area. <br /> 29 Ms. Kuharski suggested a time limit be set for a report from the task force. She also <br /> 30 suggested'City Manager research the options available through the county,'state and federal <br /> 31 government and provide that information to the task force. <br /> 32 Morrison stated he would speak with Mr. Palmer and also with City Attorney Soth. He <br /> 33 suggested the sooner a report is received from the task force the better as there may be a <br /> special legislative session this fall to address flooding. <br />
