City Council Regular Meeting Minutes <br /> July 22, 1997 <br /> Page 4 <br /> 1 Motion by Enrooth, second by Wagner to approve the l st reading of Ordinance 1997-005, <br /> 2 relating to permitted conditional uses in a "C" Commercial District; amending Section <br /> 3 1635.03 of the 1993 St. Anthony Code of Ordinances by adding (u) and (v). <br /> 4 <br /> 5 Motion carried unanimously. <br /> 6 3. Ordinance 1997-007, re: Ground Signs ( 1st Reading ) <br /> 7 Morrison reported the Planning Commission is recommending approval of changes to the Sign <br /> 8 Ordinance Chapter 14, Signs, Sections 1400.10, Ground Signs, and 1400.12, Subd. 1, <br /> 9 Residential, to restrict the use of ground signs in the R-1, R-lA, and R-2 zoning districts. <br /> 10 This amendment will prohibit ground signs for residential use but will still allow ground signs <br /> 11 for schools and publicly owned facilities listed in Section 1615-02 (b) and (c); and Section <br /> 12 1616.02 (b) and © and churches, temples, synagogues, and City buildings listed in Section <br /> 13 1615.03 (a) and (c); and Section 1616.03 (b). <br /> 14 Motion by Faust, second by Wagner to approve the 1st reading of Ordinance 1997-007, <br /> 15 relating to signs, amending Chapter 14 of the 1993 St. Anthony Code of Ordinances, Sections <br /> 16 1400.10 and 1400.12, Subd. 1(1) and 1400.12 by adding (4) (a) and (b). <br /> 17 Motion carried unanimously. <br /> 18 <br /> 19 4. Open Forum. <br /> 20 Mayor Ranallo reported the City has done the following in response to City Flood issues: <br /> 21 a. Called both Ramsey and Hennepin County Commissioners seeking any type of <br /> 22 assistance the City can get. Both Commissioners put the City in touch with grant staff <br /> 23 for the County. City Staff sent out a letter to the residents letting them know which <br /> 24 programs are available, etc. <br /> 25 b. On July 9-13th the City Staff went door to door to survey the community to get a <br /> 26 determination of the flood damage. <br /> 27 C. Called both Representative Mary Jo McGuire and Senator John Marty about the flood <br /> 28 damage. The City plans to hold a meeting with them in a week or two to assess <br /> 29 possible legislative support. In addition, Councilmembers Wagner and Faust met with <br /> 30 both McGuire and Marty to lobby for support. <br /> 31 Councilmember Faust reported that at that meeting, both Marty, McGuire, and Representative <br /> 32 Mindy Grieling, were sympathetic to the needs of St. Anthony. They will be seeking long- <br /> 33 term assistance from the Legislature and are doing all they can for short-term assistance with <br /> 34 the policies which are in place. He stated there are some funds available and he felt there <br /> 35 was a good chance that the City may receive some assistance. <br /> 36 Councilmember Wagner reported he felt a little optimistic about the possibility of funding as <br /> 37 other large cities including St. Paul and Minneapolis are faced with the same water situation <br /> 38 as St. Anthony. He stated he hoped that the Storm Drainage Task Force may discover a less <br /> 39 expensive means to solve the problem. <br />
