AUG. -14' 9.8 (FRI). 12:09 TEL:612 421 9511 P. 008
Parks Commission Meeting Minutes
August 10,1999
Page 8
Morris asked if the shelter house and picnic area-could be joined. He suggested a modular
structure with the walls being removed in the summer.

Siggelkow stated that demographics are needed before the Commission can decide on a
park concept.

Wagner stated the demographics show middle and high school ages increasing, with
elementary ages remaining stable.

Wolff stated that open enrollment for schools is a demographic factor. She said there
would be 30 incoming kindergartners this fall due to open enrollment.

Hubmer said there has been an increase in youth sports, and this need should be provided
for in park accommodations.
Jensen added that spring softball programs for girls would be increasing, and five new ball
diamonds are needed. He said that park concept#1 would meet these high school and
middle school needs.
Lambrecht voiced concern about the use of parks in conjunction with community services,
sports boosters, and school activities. She added that this is a community of people of
various ages with differing needs. She went on to say that there are limited resources for
park space and all of the green space in St. Anthony shouldn't be used for organized
programs. She suggested addressing multi-generational needs, and looking outside the
school-aged bracket. She would like the Commission to represent a broad range of
interests in this community, such as seniors, the disabled, a changing community, etc. She
feel the Commission may miss a.component of good community interests and involvement
if it fails to be inclusive. She said parks should be assets to the community.
Morris asked for specific suggestions in this area. Lambrecht stated residents have rated
St. Anthony parks as low in the areas of green_space, walking paths, nature space, quiet
area, and community musical space.
Wolff said the Commission is concerned about family needs.
Morris approximated Silver Point Park at 5.5 acres and Emerald Park at 4.3 acres.
Jensen stated some houses would be coming down, and this could create more green
space.
Morris said he was at several State parks recently, and there is much less space available in
St. Anthony.
Lambrecht reminded the Commission to consider multi-generational parks.
