Wolff explained the procedure for handling audience participation during school board <br /> 2 meetings. She said that Robert's Rule of Orders are followed...Anyone wishing to address <br /> 3 the school board must notify a school board representative prior to the meeting. There <br /> 4 also is a sign-up sheet at each meeting for participants to schedule public speaking during <br /> 5 open mike time. Speakers are limited to a combined total of ten minutes per meeting. <br /> 6 The school board has the authority to suspend this rule at any time. A second sign-up <br /> 7 sheet is used to address specific agenda items for each meeting. public speaking time is <br /> 8 also limited in this portion of the meeting. The Commission can then ask questions of the <br /> 9 speakers, but do not engage in dialogue with the public. <br /> 10 In meetings he attends, Wagner stated participants can be placed on the agenda if they ask <br /> 11 ahead of time. He said that people basically sign up ahead of time, and there may or may <br /> 12 not be open mike time.He said that people can address the Commission on any item, as <br /> 13 long as order is kept. Also, speakers are asked to identify themselves and tell where they <br /> 14 live, so this information is on record. <br /> 15 <br /> 16 rindra stated the Commission should decide how best to handle audience participation, <br /> 17 using these ideas. She reminded the Commission-that each meeting would be on a time <br /> 18 . limit. <br /> 19 Wolff stated it is important to post agendas publicly. Louiselle agreed that the agendas <br /> 20 should be posted publicly. <br /> 21 Siggelkow suggested that public hearings begin after call to order. He added that agenda <br /> 22 items should be tabled until that point is reached. <br /> 23 <br /> 24 Morris suggested the Commission take written comments from the public.He added that <br /> 25 this notice could be put in the paper to advertise what agenda items are coming up and ask <br /> 26 the community at large for their input. <br /> 27 Juidra stated that the community is usually very grateful that their input is valued. <br /> 28 Lambrecht suggested there be a standing opportunity for residents to send in comments <br /> 29 and questions. She suggested these be sent to Jay Hartman, which he could then bring to <br /> 30 the next Commission meeting. <br /> 31 Wolff stated this procedure could be added to the Commission agenda. Morris noted this <br /> 32 process could save time. <br /> 33 Kosciolek asked if the City has e-mail. She said that 4 of residents have a-ail, and but <br /> 34 this should be promoted. Hartman replied that the City does not have e-mail y , <br /> 35 soon. <br /> 36 Lambrecht suggested a timeline for getting items onto the agenda. <br />
