Other uses that came from the first round of discussions included <br /> ideas such as a golf course, a restaurant/supper club, residential homes, a <br /> .hog rendering plant in honor of the city's history, a correction center, a <br /> new public works plant and a college campus. <br /> There were several apparent themes that emerged from this first <br /> discussion . All four tables agreed that these themes were important to <br /> remember in the case that the opportunity to purchase became real. They <br /> were described as follows: <br /> —recreation <br /> —multi-use <br /> —open space <br /> —emphasis on community <br /> —benevolence <br /> —"revenue"producer <br /> —span the ages from youth to senior <br /> —benefits accrue to broad spectrum of groups <br /> The second round of brainstorming focused upon the creative <br /> financing strategies that might be considered in the event that the City and <br /> the School District were able to purchase the Salvation Army Camp. There <br /> was a great deal of discussion both in the small groups as well as in the <br /> general feedback session as to the necessity of developing a financing <br /> option that would not only allow them to purchase the land, but to also <br /> maintain it as well. One of the participants also reminded the group of the <br /> real need to think like a community taxpayer and temper the creative ideas <br /> with a dose of reality. There was mention of the previous call to the <br /> community of St. Anthony to support the construction of the Community <br /> building and what the financial impact on each taxpayer was at that point in <br /> time. The following represents the one or two more interesting financial <br /> ideas to emerge from each of the four groups: <br /> • Sell other existing property (e.g. old public works) <br /> • Public/Private purchase (model of Lifetime Fitness and the city of Plymouth was <br /> mentioned as an example) <br /> • Seek foundation donations, State Legislature help, etc. <br /> • County/City/School District/Parks collaboration <br /> • Partner with private and/or non-profit organizations <br /> • Partner with other cities and counties <br /> • Bond referendum <br /> • Seek out a wealthy individual and/or apply to a foundation <br />
