Planning Commission Meeting Minutes
March 20, 2001
Page 3

Commissioner Zurbey asked if this building would be shut down and drained in the winter. Mr.
Hartman indicated that it would be shut down-in the winter because it is not heated.

Chair Jindra asked if the building is designed to be too big. Ms. Olivier indicated that the building
could be reduced by about 3 feet, 8 inches, which would be achieved by eliminating the permanent
changing tables, and putting in the drop-down style. The Commission agreed that the smaller size
is better, and that putting in the drop-down changing tables is worth the financial gain.

Ms. Skrivseth questioned the location of the path in relation to the building, and stated that the
building should not be in the way of the path because it poses a danger to the users. Ms. Olivier
stated it had not been determined where exactly the building would be in relation to the path, and
expressed her concern of going deeper into the hill, as kids may then have roof accessibility.

Commissioner Koehntop stated that the location of the building seems impractical. Commissioner
Gebhardt concurred, noting that there really is no good place for the building in this park. The entire
Commission agreed and indicated that they were relying on Ms.Olivier and Todd Hubmer for their
expertise.

' Mr. Hartman suggested that a group of them re-visit the area to determine the best way to cut back
on the size of the building.. Ms. Olivier suggested that they eliminate the storage, mechanical and
vending sections of the building plan, which would also allow better access to the path.

Commissioner Zurbey suggested moving the drinking fountains outside, as well as heating the
building. Mr. Hartman interjected that they continue working on the existing plan, and then make .
these changes. Mr. Hartman reminded the Commission that DNR funding is being used for the
project. He added that some room will be needed for storage.

The Commission agreed to set up a time to look at the site, now that the snow has melted.

Ms. Olivier continued her presentation with the Central Park Pavilion. She indicated that the only
change in the plan is in the space for the wading pool equipment.
.33
Chair Jindra expressed concern over the lack of accessibility to the restrooms from the soccer field,
citing the inability for parents to watch their children. Ms. Olivier concluded that changing them
on the side of the soccer field would create the same problem on the other side by the picnic
pavilion.

Commissioner Zurbey mentioned the expense of putting in the new pool. He asked if the existing
pool could be kept, where it is, and improved. Mr. Hartman said the existing pool has been
extremely problematic, and is no longer repairable.

Chair Jindra continued to be concerned with the accessibility of the restrooms. Ms. Olivier stated
she
would explore some other options.
