• City Council Meeting Minutes <br /> February 19, 1994 <br /> Page 2 <br /> Councilmember Enrooth, too, is in favor of not cancelling the goal setting <br /> weekend, stating that it is for the Council and staff, not just the City <br /> Manager. <br /> Mayor Ranallo added that upcoming decisions need to be made soon - not in <br /> three to six months when a new City Manager is on board. <br /> Councilmember Fleming felt the Council and staff do not need a different <br /> setting to make decisions and she questioned the need for a "social" <br /> evening. <br /> Motion by Wagner, seconded by Ranallo to hold the goal setting session this <br /> upcoming weekend, February 25 and 26, and that the format change be <br /> conveyed to the facilitator. <br /> Motion carried unanimously. <br /> • Further discussion ensued relative to the format changes. As for the survey sent <br /> by the facilitator to the Council and staff, Councilmember Enrooth said he would <br /> answer the questions differently now than he did when he returned the survey to <br /> the facilitator as circumstances have changed. Councilmembers agreed that the <br /> first two hours will be spent on responses to the survey. The Council requested <br /> Mr. Burt to present objective, constructive criticism to begin the third hour, similar <br /> to a State of the City. Goals discussed at this time will concern the next six <br /> months to a year. After lunch, discussions will focus on the rest of 1994 and <br /> possibly 1995. <br /> Mr. Burt offered that an interim plan is necessary. One major reason is that the <br /> three union contracts have not been settled. Mayor Ranallo felt it would be difficult <br /> for a new City Manager to have to negotiate union contracts as one of his or her <br /> first duties and requested Mr. Burt to try to settle the contracts before he leaves. <br /> IV. PROCEDURE FOR HIRING CITY MANAGER. <br /> The pros and cons of hiring an agency was discussed at length. The Mayor <br /> had contacted the Brimeyer Agency and was informed of the following: <br /> 1 . The full process done by Brimeyer would cost $18,000. <br /> • 2. Per hour charge is $150. Brimeyer prefers not to work on an hourly <br /> rate. <br />
