s <br /> -2- <br /> motion carried unanimously. <br /> Motion -by Councilman Sundland and .seconded. by Councilman Marks to <br /> adopt Resolution 80-038. <br /> RESOLUTION 80-038 <br /> A RESOLUTION RATIFYING THE LOCAL ISSUES -OF <br /> THE AGREEMENT BETWEEN THE CITY AND OPERATING <br /> ENGINEERS LOCAL NO. 49, REPRESENTING <br /> THE ST. ANTHONY PUBLIC WORKS DEPARTMENT <br /> Motion carried unanimously. <br /> Motion by Councilman Letourneau and seconded by Councilman Marks to <br /> accept the bid and .award. the engineering services contract for <br /> installation of the sidewalk on the north side .of 39th Avenue N.E. <br /> from Stinson Boulevard to the entrance of Apache Mall to Short- <br /> Elliott-Hendrickson, Inc. as proposed. <br /> Motion carried unanimously. <br /> Appearing to discuss the District #282 request for financial <br /> • assistance from the City to support the position of Chemical <br /> Dependency Counselor/Coordinator which the school district intends <br /> to implement the next school year was Duane Googins, psychologist <br /> of ISD #282 . Mr. Googins outlined the manner in which the school <br /> district intends to coordinate a comprehensive chemical use/abuse <br /> program for the school and community as a whole. He offered no <br /> specific program and the question ,was raised whether the program <br /> should be developed by the City Chemical Abuse . Information Com- <br /> mittee and/or the Advisory Committee to the Health Board since <br /> chemical dependency is a. health problem. Councilman Ranallo pointed <br /> out that the C.A.I .C. doesn' t meet until September and a program <br /> could probably not be developed until January. . Mr. Fornell was <br /> requested to contact the Committee membership to notify them of the <br /> new position andascertain their interest in initiating a program <br /> before fall. <br /> Motion by Councilman Marks .and seconded by .Councilman Sundland to <br /> accept the City Manager's June 3rd . recommendations regarding the <br /> Chemical Dependency Counselor/Coordinator position and program that: <br /> 1. The Chemical Abuse .Information Committee be directed to <br /> establish more formal operating procedures , if none now <br /> exists,_ subject to Council- review and approval. <br /> 2 . One member of the Advisory Committee to the City Health <br /> Board be assigned as liaison to the .C.A.I.C. and that body's <br /> recommendations be reviewed by the Advisory Committee. <br />
