s -2- motion carried unanimously. Motion -by Councilman Sundland and .seconded. by Councilman Marks to adopt Resolution 80-038. RESOLUTION 80-038 A RESOLUTION RATIFYING THE LOCAL ISSUES -OF THE AGREEMENT BETWEEN THE CITY AND OPERATING ENGINEERS LOCAL NO. 49, REPRESENTING THE ST. ANTHONY PUBLIC WORKS DEPARTMENT Motion carried unanimously. Motion by Councilman Letourneau and seconded by Councilman Marks to accept the bid and .award. the engineering services contract for installation of the sidewalk on the north side .of 39th Avenue N.E. from Stinson Boulevard to the entrance of Apache Mall to Short- Elliott-Hendrickson, Inc. as proposed. Motion carried unanimously. Appearing to discuss the District #282 request for financial • assistance from the City to support the position of Chemical Dependency Counselor/Coordinator which the school district intends to implement the next school year was Duane Googins, psychologist of ISD #282 . Mr. Googins outlined the manner in which the school district intends to coordinate a comprehensive chemical use/abuse program for the school and community as a whole. He offered no specific program and the question ,was raised whether the program should be developed by the City Chemical Abuse . Information Com- mittee and/or the Advisory Committee to the Health Board since chemical dependency is a. health problem. Councilman Ranallo pointed out that the C.A.I .C. doesn' t meet until September and a program could probably not be developed until January. . Mr. Fornell was requested to contact the Committee membership to notify them of the new position andascertain their interest in initiating a program before fall. Motion by Councilman Marks .and seconded by .Councilman Sundland to accept the City Manager's June 3rd . recommendations regarding the Chemical Dependency Counselor/Coordinator position and program that: 1. The Chemical Abuse .Information Committee be directed to establish more formal operating procedures , if none now exists,_ subject to Council- review and approval. 2 . One member of the Advisory Committee to the City Health Board be assigned as liaison to the .C.A.I.C. and that body's recommendations be reviewed by the Advisory Committee.
