-4- <br /> Motion by .'Councilman .Marks and seconded by Mayor Haik -to accept the <br /> concept of the October 5, 1980 Park View Lease- Components and to <br /> request the City Attorney to refine the language of the lease for <br /> presentation for Council approval. <br /> Motion carried unanimously. <br /> In his October 3rd memorandum., Larry Hamer .had recommended the <br /> purchase of .a Huber roadgrader from Valley Equipment .for $8,719 <br /> with trade and with repairs made by Valley as they had proposed. <br /> However, Mr. Soth advised the purchase would have to be advertised <br /> for bids in accordance with Minnesota statutes. <br /> The Public Works Director had also addressed .the installation of a <br /> street light requested by the. residents for the intersection of Bell <br /> Lane and Armour Terrace in his memos of October 7th and 14th and <br /> the petition for the light signed by ten property owners in that <br /> area was included in the agenda. . <br /> Motion 'by Mayor Haik and seconded- by Councilman Ranallo to approve <br /> installation of a street light between 2926 and 2922 Armour Terrace <br /> but to assume. no capital costs for an underground installation unless <br /> there is a legal question involved which requires underground installa- <br /> tion due to no alternate location. <br /> Motion.. carried unanimously. <br /> • The Council acknowledged the letter of commendation from the <br /> Hennepin County. Attorney for Fire Captain John Slanga's "excellent <br /> and professional" investigation of the 1977 Haystack Restaurant <br /> fire. <br /> Motion by Councilman Ranallo and- seconded by. Councilman Marks to <br /> approve the listing of judges for the November 4 , 1980 general <br /> election as made in the October 14th agenda. <br /> Motion carried unanimously. <br /> In his- October 10th memorandum, Mr. Fornell had recommended acceptance <br /> of the Deferred Compensation Administrators Inc. proposal to make -the <br /> analysis of the deferred compensation program requested -by the City ' s <br /> reserve .firefighters. He �said he will negotiate with DCA how the <br /> deferred compensation :will fit into the total compensation for the <br /> reserves-.. Mayor Haik expressed her concern that the program not <br /> have a negative effect on the City ' s efforts to attract reserves. <br /> Motion by Councilman Ranallo and seconded by Mayor Haik to accept <br /> the City ' Manager ' s recommendations'- that; (a) the Deferred Compensation <br /> Administrators, Ind. .proposals for providing an analysis of deferred <br /> compensation- for the City's reserve firefighters be accepted at a <br /> fee not to exceed $1,200; (b) the Firefighter' s Relief Association <br /> by-laws and legal aspects of the program be reviewed by the City <br /> Attorney; and (c) the City Manager research and report back on the com- <br /> parable benefits of both deferred and cash compensation in other <br /> cities. <br />
