-5- Motion carried unanimously., The Mayorsuggested, in view- of the North Suburban Development Achievement Center, Inc. ' s building plans, that the amount previously given by the City to the center should be increased from $716 to $1,000. Motion,- by Councilman Sundland and seconded by Councilman Marks to approve a financial grant of $1,.0.00 to North Suburban Development Achievement Center, Inc. for 1981. Motion carried unanimously. The Manager told the Council that when he had communicated with the League of Minnesota Cities he .had raised the same questions they had regarding the. use .of the 197.0_-Census , figures for calculating the City' s share of the League's building program costs to be a one lump payment of $4 ,766 . Len Bisanti, 3.108 Rankin Road, and Robert Oliver, 2617 - 31st Avenue N.E. , were present to discuss Mr. Bisanti 's written request that the St. Anthony Village .American Legion Post #513 be permitted to open to the. public their -Nordeast Festival to be held in the Legion Hall, 2701 Kenzie Terrace, all day Sunday, October 19 , 1980 . The day ' s events will include a pancake breakfast in the morning, Bingo and watching the Vikings on television .in the afternoon, followed by a dance in the evening with liquor served- during the afternoon and evening. Mr: Bisanti told the Council the fund raiser is • necessary to defray the costs of the Halloween and Christmas parties sponsored by .the .Legion for, the children of the community. He had cleared the serving of food with the . Hennepin County Health Depart- ment and the Legion representative assured the Council the "post is adequately covered by the dram insurance it carries. " The post has.. a -Bingo license and a club license for serving alcoholic beverages to their members and guests and Mr. Bisanti said they will be willing to have a police officer appointed by -the Chief of Police on duty during. the -dance to be held from 7 : 30 to 11:30 .P.M. Because the request was .not received by Mr.. Fornell until October 10th, it will be necessary for the City Attorney to research the legal ramifications of the.- post' s. holding a dance on their premises and serving liquor on Sunday. Motion by Councilman Sundland andseconded by Councilman Ranallo to grant .to St. Anthony Village Post #513 for their festival October 19, 1980 : (1)- A temporary restaurant permit for breakfast to be served to the public. (=2)., A public dance permit subject to the Minnesota state statutes governing public dances.. (-3) Sale of liquor during the event to the extent such sales are permissible under state statutes . (It was subsequently determined that only 3.2% alcohol- beer could be legally sold. )
