' s building plans, that the amount previously <br /> given by the City to the center should be increased from $716 to <br /> $1,000. <br /> Motion,- by Councilman Sundland and seconded by Councilman Marks to <br /> approve a financial grant of $1,.0.00 to North Suburban Development <br /> Achievement Center, Inc. for 1981. <br /> Motion carried unanimously. <br /> The Manager told the Council that when he had communicated with the <br /> League of Minnesota Cities he .had raised the same questions they <br /> had regarding the. use .of the 197.0_-Census , figures for calculating <br /> the City' s share of the League's building program costs to be a <br /> one lump payment of $4 ,766 . <br /> Len Bisanti, 3.108 Rankin Road, and Robert Oliver, 2617 - 31st Avenue <br /> N.E. , were present to discuss Mr. Bisanti 's written request that <br /> the St. Anthony Village .American Legion Post #513 be permitted to <br /> open to the. public their -Nordeast Festival to be held in the Legion <br /> Hall, 2701 Kenzie Terrace, all day Sunday, October 19 , 1980 . The <br /> day ' s events will include a pancake breakfast in the morning, Bingo <br /> and watching the Vikings on television .in the afternoon, followed <br /> by a dance in the evening with liquor served- during the afternoon <br /> and evening. Mr: Bisanti told the Council the fund raiser is <br /> • necessary to defray the costs of the Halloween and Christmas parties <br /> sponsored by .the .Legion for, the children of the community. He had <br /> cleared the serving of food with the . Hennepin County Health Depart- <br /> ment and the Legion representative assured the Council the "post <br /> is adequately covered by the dram insurance it carries. " The post <br /> has.. a -Bingo license and a club license for serving alcoholic beverages <br /> to their members and guests and Mr. Bisanti said they will be willing <br /> to have a police officer appointed by -the Chief of Police on duty <br /> during. the -dance to be held from 7 : 30 to 11:30 .P.M. Because the <br /> request was .not received by Mr.. Fornell until October 10th, it will <br /> be necessary for the City Attorney to research the legal ramifications <br /> of the.- post' s. holding a dance on their premises and serving liquor <br /> on Sunday. <br /> Motion by Councilman Sundland andseconded by Councilman Ranallo to <br /> grant .to St. Anthony Village Post #513 for their festival October <br /> 19, 1980 : <br /> (1)- A temporary restaurant permit for breakfast to be served to <br /> the public. <br /> (=2)., A public dance permit subject to the Minnesota state statutes <br /> governing public dances.. <br /> (-3) Sale of liquor during the event to the extent such sales are <br /> permissible under state statutes . (It was subsequently determined <br /> that only 3.2% alcohol- beer could be legally sold. ) <br />
