Mr. Soth recommended checking <br /> with other municipalities. to ascertain ,whether they have had enforce- <br /> ment problems with their noise pollution ordinances , cautioning <br /> against "adopting an ordinance. so strict there are people in <br /> violation who don' t intend to be" . Councilman Sundland agreed the <br /> City may need to seek the expertise of government agencies in order <br /> that a realistic ordinance may be developed for St. Anthony, Staff <br /> was directed to continue monitoring the noise levels at the Walbon <br /> site, research the requested data, including the comparison of <br /> other municipal ordinances and information gained- from the workshop/ <br /> seminar regarding enforcement of a. noise control ordinance to be <br /> conducted by the League, and return to the Council with recommenda- <br /> tions at a later date. <br /> The question of .redevelopment of the site was then explored with <br /> Councilman Ranallo requesting the -deteriorating Clark station <br /> property at 33rd and Stinson be included for consideration for Tax <br /> Increment Financing. Mayor Haik said the redevelopment of these <br /> sites as well as the revitalization project on .Kenzie Terrace all <br /> hinge on the Council ' s setting a policy related to the acceptance <br /> of Tax Increment Financing, which she perceives "as .not having been <br /> forthcoming to date, in spite of the fact such acceptance had been <br /> assumed all during .the Kenzie Terrace deliberations" . Mr. Fornell <br /> suggested a "threshold computerized analysis" be made to ascertain <br /> the viability of both projects and. Mr. Berg advised such costs <br /> • could be recoupable for a TIF district. The Mayor agreed such an <br /> analysis should be made to consider the Walbon property for possible <br /> TIF and Councilman Ranallo said he would like to see the same <br /> analysis made for the Clark- station property. <br /> Kim Briscoe-Crooks , 3119 Pleasant .Avenue South, fundraiser organi- <br /> zer, for Tamarac on the .St. Croix, was present to discuss the seafood <br /> sale fundraiser to- be held in the Apache Plaza parking lot June 4th. <br /> Mr. Berg reported.. the Police Department has no problem with the <br /> project, a certificate of insurance has been submitted and the <br /> Ramsey County Health Department will make an inspection prior to <br /> the sale. <br /> Motion by Councilman Marks and seconded by Councilman Sundland to <br /> authorize the seafood sale by Tamarac on the St. Croix to be held <br /> at Apache June 4 , 1981, as requested by Kim Broscoe-Crooks . <br /> Motion carried unanimously. <br /> In his May 5th memorandum, Mr. Fornell had responded to the study <br /> of the existing fire apparatus deficiencies and needs developed by <br /> the Fire Department and Public Works .Department through the Fire <br /> Apparatus Acquisition Committee. Present to discuss the options <br /> regarding possible repair/reconstruction/replacement options were <br /> Chief Entner and Tom Farhenholz , Committee Chairman. These options <br /> will be. developed further during a work session with the Council <br /> and the Committee scheduled for 7 : 00 P.M. July 13th. <br />
