• -3- Motion by Councilman Sundland and seconded .by .Councilman Marks to adopt Resolution .81-042 .opposing the requested right-of-way dedi- cation.. off. Silver Lake Road .because it will cause .undue hardship • for the developer of St. Anthony Court. RESOLUTION 81-042 A RESOLUTION' REQUESTING..RAMSEY COUNTY TO WAIVE MAJOR STREET' PLAN REQUIREMENTS FOR ADDITIONAL' RIGHT-OF-WAY Motion carried unanimously. The Council .next considered an agenda- addendum; a .resolution authoriz- ing the purchase -of the Burlington Northern. Bridge on St. Anthony Boulevard so the City may seek state and .federal funding of the bridge- rebuilding project and .making the purchase: contingent upon such funding. When .Councilman ,Marks expressed concern about whether the City .might incur liability along with the ownership, Mr. Hamer told him the bridge will be carefully inspected by the. Public Works Department and blocked :off., if safety demands. Motion by Councilman..Sundland . and- seconded .by Councilman .Ranallo to adopt Resolution 81-043. RESOLUTION 81-043 A RESOLUTION: AUTHORIZING THE CITY OF ST. ANTHONY TO. PURCHASE THE BURLINGTON NORTHERN BRIDGE Motion carried unanimously. - At 8 : 00 P.M. , the Mayor opened the public hearing on the proposed Request -for- Proposals for a Cable Communications-System. Alan Kaeding, 3. 909 Shamrock .Drive, Chairman .of..the City 's Advisory Com- mittee to the. North Suburban Cable Commission.-, was .present to discuss the proposed resolution which will . authorize ' the request for bids for cable franchise. He said the document does not substantially differ from that the Council was provided at. their last meeting except there are now . included various positions regarding the cable services taken .by the U .of M, Roseville schools , the library systems for Ramsey County and the Archidiocese of. St. Paul, and Minneapolis, regarding which the NSCC has no .serious-reservations., and the terms of the franchise had been changed to -fifteen years ,.instead of ten. Thomas Creighton-, NSCC Attorney, was present and recommended the Council also adopt by. motion the .staff contact guidelines which were developed to monitor contacts between the cable company and the various municipalities_ . Action` on such .a motion was deferred until later ' in the meeting. The hearing was closed at 8 :05 P.M.
