Sundland and seconded by Councilman Letourneau <br /> to adopt Resolution 81-053 . <br /> RESOLUTION 81-053 <br /> A RESOLUTION AUTHORIZING THE MAYOR AND ACTING <br /> CITY MANAGER TO EXECUTE THE.: AGREEMEN.T WITH <br /> KENKO',.. INC. FOR ST.. ANTHONY PROJECT 78-01 AND <br /> ROSEVILLE CITY PROJECT W-ST-80-20 <br /> Motion carried unanimously. . <br /> The Council members .indicated general, agreement with the recommenda- <br /> tions regarding -the`Shade-.Tree 'Disease- P.rogram made .by Mr. Hamer in <br /> his July . 6th memorandum. He .will. return -later-'with further recommenda- <br /> tions related to the program. for budget consideration. <br /> At 8: OO. P.M. , the Mayor opened the public -hearing. on .the need for a <br /> Housing and Redevelopment Authority to .function in St. Anthony. <br /> Mr. Soth. advised that the resolution authorizing the HRA includes <br /> (_a) and (=d) of the resolution calling forthe hearing and requested <br /> Council direction as to whether or. not (b) and .(c), should also be <br /> used. Mr.. Berg indicated -he. believes. (c) should be. retained because <br /> it addresses a concern of the- Metropolitan Council that-. the City does <br /> not provide enoughlow to moderate cost family housing. <br /> There were a. dozen residents present but only one, Violet .Lundeen, <br /> 2538 Kenzie Terrace, spoke. When Mrs.. Lundeen asked when the City <br /> ,was going-to "take". the property, the' Mayor explained the process <br /> involved in an HRA* and told her the condition of the center meridian <br /> in front- of .Mrs. Lundeen' s home is the- responsibility of Hennepin <br /> County. Mr. Hamer agreed to determine whether there might be a health <br /> hazard involved in the maintenance of the property west of -Mrs. <br /> Lundeen' s home.. <br /> When no one else _accepted the Mayor' s invitation to speak regarding <br /> the HRA, she closed the hearing at 8 :15 P.M. <br /> Motion by Councilman Ranallo and seconded by Councilman Sundland to <br /> adopt Resolution 81-051 with inclusion of (c) from Resolution 81-047 <br /> which states-, "There is a shortage ' of. decent , safe, and sanitary <br /> dwelling accommodations in the City of St. Anthony available to <br /> persons- of low income . at rentals they can afford.
