ti -3- RESOLUTION 3-RESOLUTION 81-052 A RESOLUTION TO .ENGAGE A CONSULTANT FOR A PLANNING STUDY Motion carried unanimously. Motion by Councilman. Sundland and seconded by Councilman Letourneau to adopt Resolution 81-053 . RESOLUTION 81-053 A RESOLUTION AUTHORIZING THE MAYOR AND ACTING CITY MANAGER TO EXECUTE THE.: AGREEMEN.T WITH KENKO',.. INC. FOR ST.. ANTHONY PROJECT 78-01 AND ROSEVILLE CITY PROJECT W-ST-80-20 Motion carried unanimously. . The Council members .indicated general, agreement with the recommenda- tions regarding -the`Shade-.Tree 'Disease- P.rogram made .by Mr. Hamer in his July . 6th memorandum. He .will. return -later-'with further recommenda- tions related to the program. for budget consideration. At 8: OO. P.M. , the Mayor opened the public -hearing. on .the need for a Housing and Redevelopment Authority to .function in St. Anthony. Mr. Soth. advised that the resolution authorizing the HRA includes (_a) and (=d) of the resolution calling forthe hearing and requested Council direction as to whether or. not (b) and .(c), should also be used. Mr.. Berg indicated -he. believes. (c) should be. retained because it addresses a concern of the- Metropolitan Council that-. the City does not provide enoughlow to moderate cost family housing. There were a. dozen residents present but only one, Violet .Lundeen, 2538 Kenzie Terrace, spoke. When Mrs.. Lundeen asked when the City ,was going-to "take". the property, the' Mayor explained the process involved in an HRA* and told her the condition of the center meridian in front- of .Mrs. Lundeen' s home is the- responsibility of Hennepin County. Mr. Hamer agreed to determine whether there might be a health hazard involved in the maintenance of the property west of -Mrs. Lundeen' s home.. When no one else _accepted the Mayor' s invitation to speak regarding the HRA, she closed the hearing at 8 :15 P.M. Motion by Councilman Ranallo and seconded by Councilman Sundland to adopt Resolution 81-051 with inclusion of (c) from Resolution 81-047 which states-, "There is a shortage ' of. decent , safe, and sanitary dwelling accommodations in the City of St. Anthony available to persons- of low income . at rentals they can afford.
