-2- <br /> RESOLUTION 81-060 <br /> A RESOLUTION AUTHORIZING THE CITY OF ST. ANTHONY <br /> TO ENTER INTO THE SHADE TREE SANITATION PROGRAM <br /> WITH MINNESOTA DEPARTMENT OF AGRICULTURE <br /> Motion carried unanimously. <br /> In his July 6th memorandum, Mr. Hamer had addressed his conclusions <br /> regarding the M and M Development Company request for a three year <br /> extension of their connection with .the St. Anthony sanitary sewer <br /> system, which expires December 31, 1981. He reported the Roseville <br /> sewer trunk line -for the M and .M warehouse built just adjacent to <br /> the City' s boundary lines is higher than the building, and he believes <br /> a force main and lift station will have to be provided for that <br /> building, no matter- how. the .adjoining property is developed. He <br /> added, there is no guarantee the problem can be solved in any other <br /> manner in three years. Mr. Hamer told Councilman Marks , after August <br /> when Roseville begins providing .water service to the M and_ M build- <br /> ing, the City ' s provision of sewer service will no longer be cost <br /> effective. <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to <br /> table the M and M request for continuance of sanitary sewer service <br /> until the questions related to the force main .and lift station for <br /> the M and M property have been raised with Roseville officials . <br /> Motion carried unanimously. <br /> • Nancy Papatola of Health Fitness Consultants had amended her proposal <br /> to provide a health fitness program for the City to encompass only <br /> Council members and .Fire and Police . Department personnel, since the <br /> employee survey had indicated only these persons had a real interest <br /> in the program at all, with the Fire and Police employees only <br /> interested in participation on City time and little or no interest <br /> at all in sharing costs of the program. The Nordstrom Agency had <br /> indicated to staff that if the program were to be conducted during <br /> working hours , the City would be liable for any Workman Compensation <br /> claims incurred: These factors made a vote of disapproval inevitable <br /> that evening, Ms . Papatola was advised, but the Council was willing <br /> to delay a final decision until after the school district has been <br /> contacted regarding a joint program with lower costs to each entity <br /> and staff has ascertained whether there is any interest for including <br /> the program in the next wage negotiations. The health consultant <br /> was also urged to- provide statistics supporting the cost effective- <br /> ness of the program. <br /> In ;his August 3rd memorandum, Chief Hickerson had recommended a City <br /> ordinance amendment to provide the same penalty as the State for <br /> possession of a small amount of marijuana in a motor vehicle , making <br /> the offense a misdemeanor, rather than. a petty misdemeanor. Mr. <br /> Soth said neither he nor the City prosecutor perceived any problems <br /> with the change. <br />
