r• -3-
also be possible for the 2 . 3 acres owned by the Walbon family. This
property is operated under a legal, non-conforming commercial usage,
• which was grandfathered in with the new City Zoning Ordinance in
1973 . .
Councilman Marks reported the Superintendent of District 282 had
indicated to him that he believes the condominium development might
be the better of the plans because of the possibility of school age
children living there, but Mayor Haik said recent discussions she
has had with planners, etc. , have convinced her that condominiums
(.apartments) are not child generators because families with children
are not moving into this type of housing. Councilman Marks said he
believes the residents who spoke .at the Commission meeting don' t
really understand that it has never been the City' s intention to
put low cost housing on that site and pointed out that the 25 foot
embankments , mentioned by Mr. Sopcinski , could actually be advantageous
as a buffer for the development.
The Council will await further recommendations from the Commission
following a report from the City Manager about discussions with the
planners regarding the feasibility of a lower density development
of the site. .
Mr. Sopcinski said the proposal for the gazebo on the Dougherty
property at 3101 Armour Terrace will be returned to the Commission
with revisions recommended by the Commission regarding the side
yard setbacks necessary for the project and the Council will be kept
• informed as to the developments regarding the improvements mandated
by the remodeling plans for the beauty shop at 3909 Silver Lake Road.
There was a discussion of the Commission' s efforts to encourage
Minneapolis to enforce bettersignage standards for the Champion
Auto center across Stinson Boulevard from St. Anthony residences
and Mr. Sopcinski expressed the Commission' s appreciation of Mr.
Berg' s efforts to keep them apprised of seminars which could prove
to be helpful to them.
When the Commission representative commented on the exchange between
himself and the Council regarding the Dane, lski project, the Mayor
told him she appreciates the time , effort and insights he provides
in his service on the Commission.
She then suggested both Commission and .Council members might find
the Metropolitan Council ' s conference "Where Will the Children Live?"
very timely as related to the City ' s current redevelopment proposals .
Mr. Soth pointed out several typographical errors in Ordinance 1981-009
which should be corrected before the next reading, including sub-
stituting "Section 310" for "Section 310 :00" and "be" for "by" in
the second line of reference to Section 310 :35 on page 2 .
Motion .by Councilman Marks and seconded by Councilman Sundland to
approve the second reading of Ordinance 1981-009 with changes rec-
• ommended by the City Attorney.
