The Councilman <br /> then reported representing the City at the Law Day observance at the <br /> high school. <br /> Councilman Enrooth said he is very satisfied with the new complaint <br /> reporting system. He told how the Police Department had reacted <br /> immediately to .a resident complaint about traffic violations at a <br /> certain stop sign (27th and Wilson) . As a result of surveillance , the <br /> police were able to issue four citations , a number of warnings and <br /> arrest a drunken driver. <br /> In reference to . the Fire Chief ' s report for April , Mr. Childs explained <br /> several City organizations have donated towards the purchase of equip- <br /> ment, including a Resusci Annie and air masks to help the Fire Depart- <br /> ment update their equipment during this period of tight budgets. <br /> The Mayor agreed with Mr. Hamer .that the Water and Sewer personnel <br /> should be commended for the fine report on the City ' s water system <br /> received from .the State Health Department. Mr. Hamer said the State ' s <br /> recommendations for periodic cross-connection inspections of potentially <br /> hazardous industries and commercial establishments are being followed <br /> by his department. The Public Works Director also reported the majority <br /> of instances of water discoloration reported in the City prove to be <br /> a result .of internal problems within the dwellings and his department <br /> is continuing to advise the owners how the problems can be corrected. <br /> At 8:00 P.M. , the public hearing to consider assessments for street, <br /> storm sewer and waterline improvements on Anthony Lane North was opened <br /> by the Mayor who verified all the notification and- publication require- <br /> ments for the hearing had been met. <br /> Mr. Moore _-gave a presentation oftthe ' improvements and their costs;- which <br /> had come in- substantially. lower than -originally- estimated in January , <br /> 1981. .Carol Johnson had .prepared .a. history of actions taken on the <br /> project, which she was told the Council found very helpful. In his <br /> May 5th recommendation, Mr. Childs .indicated the justification for a <br /> 10 year repayment plan at 11. 8% for the assessments . <br /> No written or oral objections to the assessment proposal- .had been <br /> offered by the public either before or during the hearing which the . <br /> Mayor closed at 8 : 12 P.M. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to accept <br /> the staff report and recommendations on the assessment of costs for <br /> Street, Storm Sewer, and Waterline Improvement Project No. 1978-01 as <br /> well as the terms and conditions under which the assessments may be <br /> paid and to authorize the preparation .of a resolution, adopting the <br /> assessment rolls and stating those conditions ,. .for Council considera- <br /> tion May 25, 1982 . <br /> Motion carried unanimously . <br /> Mr. Hamer was commended for having the foresight to participate in an <br /> informal equipment exchange program with neighboring cities long before <br /> recessionary conditions made it necessary to formalize the program. <br />
