-4- <br /> Mr. Childs reported that, though the .City liquor sales were down, as <br /> they were throughout the metropolitanarea, for the first quarter of <br /> • 1982 , as compared to 1981, the net profit for the City liquor operation <br /> is up by $6, 000 , for which he believes the Liquor Manager and his <br /> people should be commended. <br /> Notes on the May 5th staff meeting and the Manager's report on the <br /> Metropolitan Council 's hearing on the changes they propose for the <br /> Surface. Water Management Plan. recently passed by the Legislature were <br /> accepted as informational, following a brief discussion of the latter <br /> with Senator Dieterich. The Senator accepted a copy of the Mayor's <br /> May 5th letter to the Metropolitan Council protesting the changes they <br /> propose for the .new plan which the City believes is too costly for a <br /> community which is developed past the -point where the program could be <br /> of any benefit. The Senator promised to present the letter to the Joint <br /> Legislative Commission on Metropolitan Governance . Senator Dieterich <br /> said he could see no justification for more restrictive legislation. <br /> He left the meeting at this point. <br /> Mr. Childs told the Council that, as he had reported in his status <br /> report on the Hennepin County Public Radio Safety System, he is very <br /> satisfied with the County' s decision, not . to .charge the municipalities <br /> for this service and believes a letter to this effect should be sent to <br /> Commissioner Sivanich. The Manager told Councilman .Ranallo he could <br /> see no benefit whatsoever for the City to set up its own system or join <br /> with other communities .in a smaller dispatching system. He was directed <br /> to indicate to Commissioner Sivanich the. City 's appreciation of the <br /> • procedural and operational changes in the . County ' s emergency dispatch- <br /> ing system. <br /> The Council also accepted the Manager' s recommendationsregarding <br /> initiation of legislation which will-protest the expenses forced upon <br /> the City when the Wilshire area was redistricted into Congressional <br /> District #6 . It has now become necessary for St. Anthony to set up a <br /> new polling place ..with three new judges and to print separate ballots <br /> for 87 residents (51 voters) in that area. <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> request staff to prepare a portfolio of the City 's concerns related to <br /> the redistricting of the Wilshire neighborhood into a new congressional <br /> district, to be presented to the State Legislature if the appeal to <br /> the Masters is unsuccessful . <br /> Motion carried unanimously. <br /> Mayor Sundland indicated that, because he is a voting delegate and has <br /> been nominated for election to the Board .of Directors of the Association <br /> of Metropolitan Municipalities , -it will be necessary for him to attend <br /> the Association meeting scheduled for May 26th and, therefore , to miss <br /> the joint Council-Community Services picnic scheduled -at the Salvation <br /> Army Camp the same evening. <br /> Tom McMullen; ,-Community Services Director, distributed copies of his <br /> • department's spring enrollment report,. saying -.- that,. in- spite of a <br /> declining school age- population in the community , there is a 50 percent <br /> increase in enrollment which he speculates , results from people stay- <br /> ing closer to home because of economic conditions.
