The .Mayor said he intends to continue his efforts
to negotiate a better grant from the State , but agreed with Mr. Childs
that' it would not be to the City ' s benefit to delay the project
during -the negotiations .
Councilman Ranallo told Mr. Short that-, although he. agreed it would
not be the engineering firm' s responsibility to inform the State
that they might have miscalculated their share:.ofthe- project_costs ,
he does believe Short-Elliott-Hendrickson should have alerted the
City to the fact that the figures might be changed.
The resolution which would approve the amended City costs for the
bridge reconstruction will be considered at the next Council meeting.
Motion by Councilman Ranallo and seconded by Councilman Marks to
approve payment of $28, 339 . 50 to the Matheny Construction Company
as per statement from Short-Elliott-Hendrickson, Inc.
Motion carried unanimously.
Motion by Councilman Ranallo and seconded by Councilman Letourneau
to approve payment of $2 , 775 . 94 to the Dorsey firm for legal services
during May , 1982 .
• Motion carried unanimously .
Alan Kaeding, Chairman of the City ' s Cable T.V. Committee, gave a
report on how Cable T.V. is progessing for the- City. He said follow-
ing the ordinance review by the North Suburban Cable T.V. Committee ,
July 26th, that document -will be forwarded to the City for adoption
after the required readings , one of which the City may be requested
to waive. Mr. Kaeding told the Council he anticipates the cable
system construction would be. started. early in the fall and that all
ten communities would be on the system within eighteen months . His
greatest concern at this point, Mr. Kaeding said., is the legisla-
tion originating in Congress which he perceives might limit local
authority and reduce access lines from five to one. He read the
draft of the letter he recommends be sent out to Minnesota congress-
men informing them of these concerns which expresses the belief that
the proposed legislation would- appear to increase federal involve-
Ment in community affairs which would seem to run contrary to the
present trend of diminishing such controls .
Motion by Councilman Marks and seconded by Councilman Enrooth to
direct- the letter presented by the Chairman of the St. Anthony Cable
T.V. Committee be sent over the Mayor' s signature to the City ' s
representatives in Washington, D.C. indicating the City is opposed
to the legislation contained in Senate File 2172 .
Motion carried unanimously.
• The Mayor distributed to the other Councilmen and staff Senator
Rose' s Report on Minnesota Issues .
