-5- <br /> Mr. Hamer told .Councilman Letourneau he will check again to be sure <br /> the detour signs are up on Highway 88 to warn drivers that the <br /> St. Anthony Boulevard roadway east of the highway has been closed <br /> for bridge reconstruction. <br /> Mr. Childs reported he has already contacted Craig Morris regarding <br /> the new "Anniversary" sign he has .put up in front of his shop at <br /> 3909 Silver- Lake Road, telling him to either replace the sign with <br /> the "Grand Opening" sign he is entitled to, or take the sign down, <br /> and, in any event, to turn off all the lighting on the property <br /> after business hours . <br /> Councilman Marks relayed several resident concer.ns. he has received <br /> while he was campaigning. Mr. Hamer told him the shrubbery on <br /> 29th Avenue N.E. , whish was posing a traffic -hazard, had been <br /> reported by. the Police Departmentand cut down. Mirror Lake resi- <br /> dents were concerned with the number- of cats which are running loose <br /> in their neighborhood, according to .the Councilman. He also <br /> requested staff research whether selling automobile licenses , as <br /> other municipalities do, might be a money making project for the City . <br /> Bob Olson, Manager of the Equinox Apartments , failed to appear for <br /> a discussion of Council concerns .related to that complex. <br /> Mr. Hamer reported a building permit has been .requested for an <br /> "earth home" to be built on the Herlitz property across 33rd Avenue N.E. <br /> from the City Hall . He distributed the information packet on the <br /> home to the Council and said, since there will be no variances <br /> required for the construction, he will submit the same data to the <br /> Planning Commission as an informational item only. <br /> The June Fire Department and May Police Department reports were <br /> accepted as informational , as were the July 7th staff meeting notes . <br /> . Mr. Childs reiterated the concerns he had expressed in his cover <br /> letter attached to documents related to the proposed Senate File <br /> 1934 which the Manager perceives would make it difficult for the <br /> City to utilize Public Works employees to do various construction <br /> and maintenance jobs they now perform for the City.. He and Mr. Hamer <br /> can see no benefit to the . City , but, rather, that the legislation <br /> would benefit the consulting engineers and contractors . Councilman <br /> Marks indicated that though he sees where the bill is designed to <br /> effect greater efficiencies in the way the cities operate , he agrees <br /> the City is .best able to make a judgement as to what type of labor <br /> would be most cost effective for their particular projects . <br /> Motion by May.or .Sundland and seconded by Councilman Enrooth to <br /> authorize a letter which would reflect the City 's concerns and <br /> opposition to Minnesota State File 1934 . <br /> Voting on the motion: <br /> Aye : Sundland, Enrooth , Ranallo and Letourneau. <br /> • Abstention: Marks . ` <br /> Motion carried. <br />
