1*4 <br /> -2- <br /> Motion by Councilman Parks and seconded. by Councilman Enrooth to <br />' .,.`\ \ authorize payment of all the verified claims listed for April 12th. <br /> and $2 , 711. 20 to Dorsey & Whitney for legal services for February, <br /> 1983, as listed -in the April 12 , 1983 Council agenda. <br /> Motion carried unanimously. <br /> The Mayor reminded other .Council members. of the annual appreciation <br /> dinner .and work session with City volunteer groups to be held the <br /> next evening. <br /> Mr. Childs told Councilman Enrooth he intends to issue a special <br /> Newsletter to explain ' to residents just exactly what portion of their <br /> property taxes go toward support of the .City. The, Mayor indicated <br /> he is referring calls he has received related to the sharp increase in <br /> taxes to the school district, which is responsible for the greatest <br /> portion of the increase. The Manager indicated- he would again discuss <br /> the City ' s water contamination problems in the Newsletter because <br /> several Councilmen felt that some- residentshave overreacted to the <br /> problem, although he perceivesthe number of calls received represent <br /> only a small percentage of the. .total population. Councilman Ranallo <br /> agreed, saying he has received more calls -about the rust in the water <br /> than about the contamination. Mayor- S.undland said he has noticed that <br /> many residents have recognized that the City officials have had the <br /> foresight to address . the problem before it becomes an emergency. <br /> Councilman Ranallo reported there would be several -nationally recognized <br /> • consultants who .would address the annual meeting of the League of <br /> Minnesota Cities in Bloomington, June- 14 , 15 , and 16 , which the Mayor <br /> perceives should -make -the conference much more interesting. <br /> Councilman Marks .wondered if it would be feasible to put up posts, to <br /> close off vehicular passage over the sodded area where Rankin Road and <br /> 29th Avenue N.E. once intersected. .Other incidents of vehicles being <br /> driven across lawns were discussed with the Manager, who reiterated <br /> the difficulties of apprehending the drivers . . Jim Schwartz, the <br /> Bulletin reporter, was requested to write ,an article about the re- <br /> curring problem in which he might. suggest that residents who witness <br /> these destructive acts should report the license numbers of the offenders <br /> to the Police Department who could at least talk to those youths and <br /> their families. <br /> The February financial summary and the Finance Director's report on <br /> her investment. bidding for the .City ' s funds were discussed before they <br /> were accepted .as,. informational -.along with the March Fire Department <br /> report and the -March 8th Chemical. Use/Abuse Information Committee <br /> minutes . The improvement in the liquor operations report was pointed <br /> out by the Manager and the excellent rating .given the City 's water <br /> facilities by the Minnesota Department of Health was acknowledged <br /> with appreciation. <br /> In his annualreport on the City' s three skating rinks for the 1982-83 <br /> season, the Public Works Director had acknowledged that the mild winter <br /> had resulted in lower maintenance costs and the fact that the attendance <br /> had doubled when the rinks had been opened over those taken the <br />
