-7- <br /> 3. The transfer of 495 square feet of land from Lot 10 to Lot 11 <br /> is intended to correct the accidental construction of a garage <br /> • addition too close to the property line on Lot 11 ; <br /> 4. The proposed amendments would generally benefit the Village. The <br /> Council concurs with the Commission that , although the opposition <br /> of the property owners of Lots 8 and 9 should be taken into <br /> consideration, it should also be noted that they were the only <br /> neighbors who had received notice of the hearing , who had expressed <br /> any opposition to the subdivision amendments; and <br /> 5. The Council is also in agreement that the donation of more property <br /> for the use of the Homeowners Association should be commended <br /> rather than condemned. <br /> Motion carried unanimously. <br /> Mayor Sundland acknowledged the presence of John Marty, DFL candidate <br /> for .State Representative in District 63 and said he was sorry <br /> Betty Ellis, another DFL candidate had left when Representative <br /> Rose went without getting an opportunity to address the Council. <br /> Mr. Marty said he had come to the meeting to introduce himself <br /> to any of - the City._., officials who he had missed when he was doorknocking <br /> in St. Anthony. He said he would welcome any questions Councilmembers <br /> might have about his candidacy. <br /> Mayor Sundland told the Council members he would get in touch <br /> • with them when he learned when the wife of the Mayor of Salo, <br /> Finland,;. would be coming , if ever, to the City. He said he had <br /> apologized to the people at the.:! Salvation Army camp for reserving <br /> their facilities for a picnic which would now have to be cancelled <br /> because he had heard nothing further from his guest. <br /> Councilmember Makowske reported that at the last Ramsey County <br /> League of. Local Governments Board meeting she .had attended, there <br /> had been a great deal of discussion about restructuring the membership <br /> dues to charge every municipality, no matter what size it was, a <br /> base fee to cover the costs of services the RCLLG provides to <br /> all its member cities, which could result in St. Anthony's dues <br /> being tripled from $90 to $300 a year. <br /> Councilmember Marks said this organization must have decided <br /> to follow the same procedures for establishing fees as the League <br /> of Minnesota Cities and he indicated he would prefer to have <br /> the RCLLG dues kept to a cost based on population and the ability <br /> to pay. Councilmember Makowske indicated she believed the City <br /> derived a substantial benefit from its membership in, the organization <br /> and she would document that claim when those expenditures are <br /> considered at budget time. She also promised to do everything <br /> she could in the meantime to persuade the RCLLG Board to reverse <br /> its decision in that regard. <br /> The Councilmember then reported how satisfying it had been for <br /> • her to have the opportunity of showing the two visitors from Salo <br /> around the City July 14th, saying the City had "come alive" to <br /> her through the eyes of the visitors, Sulo Monenon and Heikke <br /> Lindroos. <br />
