1 *$19,627.86 to the Metropolitan Waste Control Commission for February <br /> sewer services; <br /> *$2 ,400.00 to the Hance & LeVahn law firm for legal services rendered <br /> 4 for the month of January, 1989, relative to St. Anthony prosecutions; <br /> 5 *$8,365.00 as budgeted for a 5% raise in contributions to the <br /> 6 Northwest Suburban Youth Services; <br /> 7 *$1 , 344.00 to the League of Minnesota Cities for labor relations <br /> 8 subscriber services for the year March 15, 1989 through March 14, <br /> 9 1990. <br /> 10 Motion carried unanimously. <br /> 11 REQUESTED PUBLIC APPEARANCES <br /> 12 Village Gardeners Award Presented for City Council Chambers Display <br /> 13 Marjorie Ostebee of the St. Anthony Gardeners presented the 1988 <br /> 14 Commercial/Industrial Landscaping Award given by the Mens Garden Club <br /> 15 of Minneapolis for Trillium Park. Ms. Ostebee told the Councilmembers <br /> 16 the award had in the past always been given to an industry or business <br /> 17 for their contribution to the beautification of Minneapolis and this was <br /> 18 the first time a beautification project outside Minneapolis had been so <br /> 19 recognized. The Gardeners spokesperson indicated her club members felt <br /> 20 they had only been the vehicle through which the award had come and <br /> 21 because of all the hard work Mr. Hamer had done on the project, the <br /> 22 award should really belong to the whole Village and should be put up <br /> 41 with the other awards on the Council Chamber walls. <br /> 24 Mayor Sundland accepted the plaque with the thanks of the Council and <br /> 25 staff. <br /> 26 Councilmember Ranallo added that he perceived the St. Anthony Gardeners <br /> 27 should also be thanked for the wonderful job they had done in <br /> 28 conjunction with judging the Chamber of Commerce Christmas Lighting <br /> 29 Contest. <br /> 30 Adjustment of Silver Point Park Ice Rink Maintenance Shift to be Made <br /> 31 on a Trial Basis With Union <br /> 32 Mike Spielman, 2813 Silver Lake Road, had asked to appear before the <br /> 33 Council to lodge a complaint about city crews maintaining the hockey <br /> 34 rinks at times during their midnight to 8:00 A.M. shift when their work <br /> 35 caused his children to be awakened at hours inappropriate for children <br /> 36 of their ages. The resident told the Councilmembers he had lived in the <br /> 37 Village for the last 16 years, 5 of which were in the home on Silver <br /> 38 Lake Road, which backs up to the Silver Point Park hockey rink. He <br /> 39 said for four of those years he had at different times talked to Mr. <br /> 40 Hamer about adjusting the maintenance shift for that particular park to <br /> 41 hours in which his daughters, whose window is only 61 feet from the <br /> 42 hockey rink, would not be awakened by the sounds of ice scraping and <br /> 43 sweeping and vehicles with backup bells, which -are used to do the <br />
