11 <br /> • <br /> Council Member Ranallo asked whether the work could be done <br /> in phases . Mr. Carlson responded that the Chandler Drive <br /> work could be completed this year, and Acting City Manager <br /> VanderHeyden stated that Public Works Director Larry Hamer <br /> preferred that plan. <br /> Council Member Enrooth asked Mr. Carlson to rank the projects <br /> in order of priority. Mr . Carlson stated that 33rd would be <br /> the second priority. Mr. Carlson and Acting City 1•;anager <br /> VanderHeyden said that Larry Hamer advised repairing the area <br /> in front of the school and the area on Edwards Avenue between <br /> 36th and 37th, which is a sanitary sewer repair project. <br /> Mr. Carlson stated that the City had a total of $258 , 00000 <br /> available, and that it would be possible to obtain an advance <br /> of up to 40 percent of next year ' s funds, giving the City an <br /> additional $62 , 000 . <br /> Council Member Makow_ske asked how Larry Hamer had proposed to <br /> deal with the Type A crack repairs and the Type A joint <br /> repairs . Acting City Manager VanderHeyden responded that he <br /> intended to do as many of them himself as possible, somewhat <br /> • reducing the cost of the proposal . <br /> Acting City Manager VanderHeyden suggested that assessment <br /> was also an option to fund the project. Council Member <br /> Enrooth asked whether the sanitary sewer blacktop replacement <br /> would be assessable, and Acting City Manager VanderHeyden <br /> responded that all the projects are assessable. Council <br /> Member Ranallo pointed out that although the projects were <br /> assessable they were not covered in the assessment policy, <br /> which covers replacements and not repairs . Acting City <br /> Manager VanderHeyden noted that in that case a new policy <br /> simply needed to be enacted. <br /> Council Member Enrooth asked whether the City had any other <br /> options at this time . Acting City Manager VanderHeyden noted <br /> that a 40 percent advance on next year' s funds was a <br /> possibility because the only major project Larry Hamer <br /> planned for 1990 was the street signal at 37th and Stinson, <br /> an $85, 000 project of which St. Anthony would pay <br /> approximately one third. <br /> Council Member Ranallo suggested that the Council consider <br /> the fairness of assessing property owners for repairs <br /> depending upon whether they were on a concrete or an asphalt <br /> street, concrete repairs being generally more expensive. <br /> Inconclusive discussion ensued regarding what assessment had <br /> • been made for St. Anthony Boulevard repairs . <br />
