Mr. <br /> Carlson responded that RCM' s opinion was that most of the <br /> settling had already occurred on Chandler Drive and that they <br /> did not anticipate major unforeseen problems . <br /> Council Member Makowske suggested that the assessment policy <br /> be re-evaluated in light of assessing for tarring and sanding <br /> of asphalt streets as well as repairs of concrete streets . <br /> Council Member Enrooth asked Mr. Carlson to describe the time <br /> frame for the repairs to Chandler Drive. Mr. Carlson <br /> responded that plans and specs could be ready for approval by <br /> August, bids could be opened in early September, and that the <br /> six weeks ' worth of construction could be completed by <br /> sometime in October. <br /> Council Member Ranallo stated that he could not agree with <br /> assessing for concrete street repairs when asphalt street <br /> repairs were not assessed. Mr. Carlson responded that <br /> sealcoating is considered to be maintenance work, as is crack <br /> and joint repair. Council Member Makowske pointed out that <br /> • the proposed work for Chandler Drive involved actual <br /> replacement of a portion of the roadway. <br /> Council Member Makowske asked whether St. Anthony' s <br /> assessment policy should be in place before the project was <br /> approved and bids were advertised for. City Attorney Soth <br /> responded affirmatively, and stated that the proper public <br /> hearing must be held before the policy is changed. Council <br /> Member Enrooth asked whether the school could be assessed for <br /> work, and City Attorney Soth responded affirmatively. <br /> Council Member Makowske questioned whether the Chandler Drive <br /> project could realistically be completed this year.
