Mayor Sundland pointed out that, in <br /> that case, the work might not be performed this year because <br /> of time constraints . Council Member Makowske responded that <br /> she understood that, but felt that in fairness to the <br /> residents of the City the assessment policy should be <br /> re-evaluated before such repairs were undertaken. Council <br /> Member Ranallo restated Mr. Soth' s advice that repairs which <br /> do not increase the value of property cannot be assessed. <br /> Council Member Enrooth asked how the Edwards Street repairs <br /> were to be paid for. Acting City Manager VanderHeyden <br /> responded that they would be paid for out of the sewer fund, <br /> but that the full amount of money was not available in the <br /> sewer fund to pay for the repairs. She stated that the <br /> City ' s options in that case were bonding, special reserves <br /> or, if a legal way could be found, assessments . <br /> Council Member Makowske asked whether there would be enough <br /> time to make the repairs to Chandler Drive if the issue was <br /> • tabled until the next Council meeting pending re-evaluation <br /> of the assessment policy. Mr. Carlson was unable to : aye <br /> such a prediction because of the variables involved. <br /> Council Action <br /> Motion by Makowske, seconded by Sundland, to table the <br /> pending motion for two weeks . <br /> Motion carried unanimously. <br /> Council Member Ranallo stated his opposition to assessing <br /> property owners for repairs to State Aid roads, and requested <br /> that City Attorney Soth research the question in ti,-,.e for the <br /> next City Council meeting. Council Member Makowske noted <br /> that assessments had been made for St . Anthony Boulevard <br /> repairs, but Council Member Ranallo pointed out that the <br /> St . Anthony Boulevard project was construction of a new <br /> street , not patch and repair. <br /> Discussion ensued about the difference between "repair" and <br /> "reconstruction" and which category Chandler Drive belonged <br /> in. Mr. Carlson offered the information that removal and <br /> replacement of a section of Chandler Drive will actually be <br /> more cost-effective than patching and repairing because of <br /> the nature of the damage. Mr. Soth suggested that the damage <br /> :- ,-. =_..may rbe some of each, and Council Member Ranallo asked City <br />
