1 Council Meeting <br /> 101 <br /> 2 June 4, 1991 <br /> 3 Page 5 <br /> 4 <br /> 5 a week or ten days, as well as other violations of ordinances which <br /> 6 legitimized the residents' complaints. <br /> 7 <br /> 8 The Manager advised that the police can't issue tags on the spot. He <br /> 9 suggested form letters advising the offenders that they are violating <br /> 10 the ordinance be given to the officers patrolling the neighborhoods to be <br /> 11 personally delivered by the officers. The City's policy regarding uncut grass <br /> 12 has always been to have City crews cut the grass after several notifications <br /> 13 and to put the charges on the property taxes. The "Newsletter", as it has <br /> 14 in the past, will remind the residents of these ordinances. <br /> 15 <br /> 16 C. Paint Home Addresses on City Curbs <br /> 17 <br /> 18 Rob Renne of Central Curb Co., RR 2, Box 44, Mankato, MN, was present <br /> 19 to discuss the flier which would be left on residents' doorsteps to be signed <br /> 20 by the homeowner if curb painting is desired. The flier advised there was <br /> 21 no endorsement of the service by the City Police or Fire Departments or <br /> 22 emergency services who are called to the home. Mr. Burt affirmed that <br /> 23there could be some benefit to having the homes identified for emergency <br /> 04 services during about six months of the year when the curbs aren't covered <br /> 25 with snow. Mr. Renne was advised to contact the Police Chief to let him <br /> 26 know who would be contacting the residents. He was also cautioned to <br /> 27 have his representatives carry property identification. <br /> 28 <br /> 29 Motion by Marks, seconded by Fleming to authorize Central Curb Co., to <br /> 30 paint home addresses on the curbs after receiving authorizations from the <br /> 31 homeowners under the conditions agreed to by Rob Renne at the June 4, <br /> 32 1991, Council meeting. <br /> 33 <br /> 34 Motion carried unanimously. <br /> 35 <br /> 36 D. Ad Hoc Committee for Walgreen's Proposal <br /> 37 Seventy letters had been sent by the City to adjacent property owners near <br /> 38 the Good Luck and Rosie's Restaurants inviting them to the May 29th <br /> 39 informational meeting on the concept of a Walgreens Drug Store building <br /> 40 being erected in that area. The sixty persons in attendance that evening <br /> 41 were described as "less than enthusiastic" about the proposal. <br /> 42 <br /> 43 Dennis Cavanaugh, 2909 St. Anthony Boulevard, reported a meeting June <br /> 44 3rd of twelve of the opponents. He said funds had been collected and <br /> •4 45 counsel retained to advise the residents about the legalities as well as <br /> 6 options the opponents and City had in relation to the zoning of the two <br /> 47 existing residences which might be included in the project.
