Mr. Cavanaugh cited recognition that 7 thee were inconsistencies between the existing zoning and the City's 8 Comprehensive Plan as one of the issues to be studied. He said concerns 9 about traffic congestion, intrusion into residential areas and the possible 10 effect of the proposed business on the already marginal St. Anthony it Shopping Center were also points of opposition. 12 13 David Drews, 2609 St. Anthony Boulevard, complained that he hadn't 14 received an invitation to the May 29th meeting and said he perceived this 15 to be just another example of poor Council communication with the 16 residents. Inadequate newspaper coverage of St. Anthony issues and the 17 enormous cost of notifying the entire City about each issue which came up 18 were cited as reasons the Council's efforts to communicate were often 19 frustrated. Mr. Drews was also told the fact that less than 30% of the City 20 had cable service made that form of communication impractical. 21 22 Mr. Soth advised that there would be nothing wrong with an ad hoc 23 committee being formed to review the proposal as long as authority is W4 delegated to make decisions. Any decision making must rest with the 25 Council with the benefit of recommendations from the Planning 26 Commission. The first meeting of the committee was scheduled for 8:30 27 A.M., June 8, 1991, at City Hall. 28 29 Motion by Ranallo, seconded by Marks to appoint an Ad Hoc Committee 30 to review the south side site proposal comprised of five St. Anthony 31 residents to be named by Dennis Cavanaugh; two members of the St. 32 Anthony Shopping Center Merchants Association, preferably the president 33 and Jerry Kelly of Jerry's Toys and Hobby Shop; Mayor Ranallo and 34 Councilmember Wagner; and two Planning Commissioners to be contacted 35 by the Manager. 36 37 Motion carried unanimously. 38 39 X. UNFINISHED BUSINESS 40 A. The Silver Lake Homeowners Association who had initiated Ordinance 41 1991-003 regulating water surface use on the lake, had requested the issue 42 be dropped until they could reach a consensus on hours for boating, etc.. 43 A revised ordinance will be submitted at that time. 44 •4 45 B. Second Reading of Ordinance 1991-004 6 The City Attorney had added property descriptions and made non 47 substantive changes in the wording. References to "high water elevations" 6
