Mr. Cavanaugh cited recognition that <br /> 7 thee were inconsistencies between the existing zoning and the City's <br /> 8 Comprehensive Plan as one of the issues to be studied. He said concerns <br /> 9 about traffic congestion, intrusion into residential areas and the possible <br /> 10 effect of the proposed business on the already marginal St. Anthony <br /> it Shopping Center were also points of opposition. <br /> 12 <br /> 13 David Drews, 2609 St. Anthony Boulevard, complained that he hadn't <br /> 14 received an invitation to the May 29th meeting and said he perceived this <br /> 15 to be just another example of poor Council communication with the <br /> 16 residents. Inadequate newspaper coverage of St. Anthony issues and the <br /> 17 enormous cost of notifying the entire City about each issue which came up <br /> 18 were cited as reasons the Council's efforts to communicate were often <br /> 19 frustrated. Mr. Drews was also told the fact that less than 30% of the City <br /> 20 had cable service made that form of communication impractical. <br /> 21 <br /> 22 Mr. Soth advised that there would be nothing wrong with an ad hoc <br /> 23 committee being formed to review the proposal as long as authority is <br /> W4 delegated to make decisions. Any decision making must rest with the <br /> 25 Council with the benefit of recommendations from the Planning <br /> 26 Commission. The first meeting of the committee was scheduled for 8:30 <br /> 27 A.M., June 8, 1991, at City Hall. <br /> 28 <br /> 29 Motion by Ranallo, seconded by Marks to appoint an Ad Hoc Committee <br /> 30 to review the south side site proposal comprised of five St. Anthony <br /> 31 residents to be named by Dennis Cavanaugh; two members of the St. <br /> 32 Anthony Shopping Center Merchants Association, preferably the president <br /> 33 and Jerry Kelly of Jerry's Toys and Hobby Shop; Mayor Ranallo and <br /> 34 Councilmember Wagner; and two Planning Commissioners to be contacted <br /> 35 by the Manager. <br /> 36 <br /> 37 Motion carried unanimously. <br /> 38 <br /> 39 X. UNFINISHED BUSINESS <br /> 40 A. The Silver Lake Homeowners Association who had initiated Ordinance <br /> 41 1991-003 regulating water surface use on the lake, had requested the issue <br /> 42 be dropped until they could reach a consensus on hours for boating, etc.. <br /> 43 A revised ordinance will be submitted at that time. <br /> 44 <br /> •4 45 B. Second Reading of Ordinance 1991-004 <br /> 6 The City Attorney had added property descriptions and made non <br /> 47 substantive changes in the wording.
