I REGULAR COUNCIL MEETING
2 APRIL 28 , 1992
PAGE 10
4
5
6
7 Roll call : Enrooth, Fleming, Wagner , Ranallo - aye
8 Marks - nay
9
10 Motion carries
11
12
13 2 . Restrictions on Silver Lake
14
15 The City Manager gave the -history of the request for
16 restrictions being placed on activity on Silver Lake. In
17 response to the request , which was from a number of
18 residents who live on Silver Lake , the City Attorney
19 drafted an ordinance which would address these concerns .
20 A first reading was held of the ordinance.
21
22 In follow up to the issue, the City Manager found no
23 overwhelming. support of the ordinance among the
24 residents . He recommended no further action by the
25 Council .
26
27 A letter dated April 9, 1992 was received from the
President of the Silver Lake Residents Association . In his
32 letter it was noted that a compromise was arrived at
33 rather than a consensus of lake management and usage .
34
35 In light of this information, the City Manager presented
36 the same draft ordinance for the Council ' s consideration,
37 but noted that the previous reading does not apply. Marks
38 questioned the language which suggested "no speed limit"
39 would be imposed . Burt stated this language had been
40 suggested by. the Department .of Natura:l. Resources , noting
41 that "unregulated'` would be a preferable term. He felt
42 this would be very difficult to enforce.
43
44 Enrooth observed that there are two counties and three
45 cities involved with Silver Lake and questioned any
46 possibility of enforcement by Ramsey County or the DNR.
47 He felt the only reality for enforcement may be a posted
48 notice.
49
50 Jerry Faust , 4033 Silver Lake Terrace, spoke in
51 opposition to the ordinance . He felt the issues are not
52 identified and there may actually be no problems . There
3
