Restrictions on Silver Lake <br /> 14 <br /> 15 The City Manager gave the -history of the request for <br /> 16 restrictions being placed on activity on Silver Lake. In <br /> 17 response to the request , which was from a number of <br /> 18 residents who live on Silver Lake , the City Attorney <br /> 19 drafted an ordinance which would address these concerns . <br /> 20 A first reading was held of the ordinance. <br /> 21 <br /> 22 In follow up to the issue, the City Manager found no <br /> 23 overwhelming. support of the ordinance among the <br /> 24 residents . He recommended no further action by the <br /> 25 Council . <br /> 26 <br /> 27 A letter dated April 9, 1992 was received from the <br /> President of the Silver Lake Residents Association . The <br /> letter addressed the two factions of property owners and <br /> 30 their respective positions on usage and management of <br /> 31 Silver Lake, specifically motor boat activity. In his <br /> 32 letter it was noted that a compromise was arrived at <br /> 33 rather than a consensus of lake management and usage . <br /> 34 <br /> 35 In light of this information, the City Manager presented <br /> 36 the same draft ordinance for the Council ' s consideration, <br /> 37 but noted that the previous reading does not apply. Marks <br /> 38 questioned the language which suggested "no speed limit" <br /> 39 would be imposed . Burt stated this language had been <br /> 40 suggested by. the Department .of Natura:l. Resources , noting <br /> 41 that "unregulated'` would be a preferable term. He felt <br /> 42 this would be very difficult to enforce. <br /> 43 <br /> 44 Enrooth observed that there are two counties and three <br /> 45 cities involved with Silver Lake and questioned any <br /> 46 possibility of enforcement by Ramsey County or the DNR. <br /> 47 He felt the only reality for enforcement may be a posted <br /> 48 notice. <br /> 49 <br /> 50 Jerry Faust , 4033 Silver Lake Terrace, spoke in <br /> 51 opposition to the ordinance . He felt the issues are not <br /> 52 identified and there may actually be no problems . There <br /> 3 <br />
