He views the <br /> 8 whole situation as a selfish move by some lake property <br /> 9 owners . <br /> 10 <br /> 11 It is the position of some property owners that fast <br /> 12 moving speed boats and snowmobiles are a problem. Faust <br /> 13 stated that it is actually the slow moving boats which <br /> 14 erode the lake shore . He also has observed that powered <br /> 15 boats give way to unpowered boats . In the thirteen years <br /> 16 that Faust has lived on Silver Lake, he felt it has been <br /> 17 rather quiet most of the time . The public entrance to the <br /> 18 Lake is closed from 10 : 00 p .m. until 6 : 00 a .m. . He also <br /> 19 noted that the problems which had been experienced with <br /> 20 jet skis were addressed by the Legislature last year and <br /> 21 these problems have ceased . <br /> 22 <br /> 23 The City Manager noted that the all members of the Silver <br /> 24 Lake Residents Association should have been invited to <br /> 25 attend this meeting .to discuss the ordinance. <br /> 26 <br /> 27 The Mayor observed this ordinance would be very difficult <br /> to enforce but it had been requested by the property <br /> _ owners on the lake . <br /> 30 <br /> 31 Faust was of the opinion that the issue is bigger than <br /> 32 just boat activity enforcement , noting that residents of <br /> 33 both St . Anthony and Columbia Heights use the lake . He <br /> 34 again referred to the fact that some property owners are <br /> 35 focused on protecting their own interests . <br /> 36 <br /> 37 Dennis Cavanaugh feels the idea of "privatizing" the lake <br /> 3_8 is outrageous and agrees with Faust that the lake should <br /> 39 be for everyone ' s- use. <br /> 40 <br /> 41 The City Manager inquired if the City Council wishes to <br /> 42 have another reading of the ordinance. The Mayor felt the <br /> 43 matter should be brought to a public hearing. He directed <br /> 44 the City Manager to schedule a public hearing on the <br /> 45 matter and publish the hearing notice in the City' s <br /> 46 paper. <br /> 47 <br /> 48 <br /> 49 3 . Update on Sianal on 37th Avenue and Stinson Boulevard <br /> 50 <br /> 51 The City Manager advised this project is almost ready to <br /> 52 be advertised for bids . Presently, the delay is because <br /> of the documentation from the State which is necessary . <br />
